In vanilla Skyrim, there are six tiers of bandit enemies that get introduced smoothly over the first 25 levels (1, 5, 9, 14, 19, and 25). OBIS changes bandit encounters such that while you're fighting more individual bandits, those bandits will be lower tier. With OBIS, those six tiers are instead spread smoothly over 50 levels (1, 10, 20, 30, 40, and 50).
SRCEO adds a new seventh and eighth tier of bandits for high level players to encounter. Based on the vanilla progression, SRCEO assigns these tiers to level 31 and 40, respectively.
This creates a conflict that autopatchers like Bash can't deal with properly. No matter how you set things up, you're either throwing out OBIS's tier progression nerf, or you'll be getting tier 7 enemies when OBIS's encounter balance expects tier 4.
This patch adjusts SRCEOs tiers to follow OBIS's progression. You'll start seeing tier 7 at level 60, and tier 8 at level 70.
