In a bandit group that calls a bit of road along the river from Rorikstead to Dragonbridge a man called Arlgan resides. Well he use to until his so called brothers killed him and left his body and magic cast iron pot to rot in the near by wilderness. Arlgan often said that when he wore the hat on his head and he consumed drugs like skooma or sleeping tree sap he would feel invigorated and swing his two handed axe effortlessly. Perhaps his magic pot is still out with what remains of him.

Technical info on how this thing works. The mod through a dummy quest adds a perk to your character when you start the game with the mod, this perks effects have conditions that require wearing the helmet and have the magic effect "drugged" which is from the sleeping tree sap item. This effect has now been added to the base games skooma items as well. You will need a patch for any mod that edits those items.
