Switches back WACCF tiers into vanilla tiers.

This plugin reverts WACCF progression tiers merged into OWL, so game utilizes vanilla progression system.
Dragonborn leveled lists in most cases have not been affected. I think for a region closer to Morrowind it would make more sense for them to use dwarven and elven weapons than orcish and dwarven. And its high level area, so getting good loot earlier is reasonable reward.
Compatible with all mods that hook into OWL leveled lists framework.
Requires Randomized Special Loot. Some leveled lists are overwritten by OWL, then by Randomized Special Loot Addon, so I would have to overwrite it two times more with Vanilla Addon and Vanilla Randomized Special Loot Addon, which would make all kinds of leveled lists resolvers really confused. By making Randomized Special Loot Addon a requirement I can keep it as clean as humanly possible. And you probably want to use that addon anyway.
At the day of upload (16.08.2022) there is already a mod that does it, but it's outdated and covers only around 40% of this mod.
