This mod was made using a patcher by Hishy to automatically move the markers from Skyrim Unbound into their proper Open Cities locations. With this mod installed you should be able to start inside of these cities without issue. The difference between this patch and the one from Random Open Cities Patches is that at the time of writing this the patch provided there no longer works with the latest version of Skyrim Unbound Reborn.
