I found that the vanilla Riften wooden ladder model textures would still look quite low res on some of the ladder parts even after installing higher resolution textures. 
To fix this I adjusted the texture UV mapping of the three different models that include the ladder: riftenrwhallladderdoor01, riftenrwroomladder01 and riftenrwtgroomroundladder01.

UPDATE: Version 1.1
With the version 1.1 update I have added UV edits to all ladder nifs included in the vanilla SSE game. Some edits make quite significant changes while others are very minimal. See screenshots for comparisons of all the included ladders.   

Compatibility:
This mod replaces all ladder mesh files, no ESP included. No textures are included in the download, your own load order will determine the actual textures used on the ladders but the UV edits will still apply.

Patch for Animated Clutter SSE available in optional files section. 

Installation:
Use your preferred mod manager to install as per normal, give priority to Better Ladder UV Mapping if prompted.
If using the patch: Let the patch overwrite both Better UV Mapping and Animated Clutter SSE.
