Fire, Frost, or Lightning you wield them all with equal proficiency all Destruction spells (even the dlc ones of incite and freeze) have leveled versions and the vanilla ones can be found via leveled lists, the dlc ones I haven't found so haven't been able to figure out the best way to distribute their leveled versions.
Also the Cloak Spells (fire, frost, shock, dlc whirlwind renamed to ash) have "cast on other" variants and the self and other versions can be stacked, that right you can have Fire, frost, shock, and Ash cloaks all running simultaneously.
for the dlc spells right now the only way to get them is via the console, you might also notice i've beengun work on Alternation making leveled version of the armor so you can have the barkskin visual but with ebony flesh clost and defense, but their levellist and spell books arent ready
Added Leveled Flame cloak (other) (novice, apprentice, adept, expert, master) *flame cloak other may not be working perfectly you can cast it but there are no visuals, haven't tested it enough to know if its still dealing damage.
Added leveled Ignite (flame spell from dragonborne), though i can't fix a spell book so you'll have to add it va console.

Reverted unofficial patch changes to necromage perk so it will effect the player if vampire
added "is hostile to actor" check to the armor spells so you can't buff enemies, did the same for the heal other spells (the AOE master grand healing checks if hostile to actor but not the single targets)
increased the max runes from 1 to 3 so you can cast a couple extra runes but not an insane amount
tweaked the formlist ids so you can put any enchant onto any item

Added leveled Fireball (Tier 3 fire) and to clear up confusing with Firebolt renamed it to Explosive fireball, comes in Novice, apprentice, adept, expert, and master flavors.
Added Leveled Incinerate (Tier 4 Fire), in novice, Apprentice, Adept, Expert, and Master
Added "other" variants for Stoneflesh, iron flesh, ebonyflesh, and Dragonhide. Changed all Other spells from Target Actor to aimed to see if that that works better.

And before anyone asks yes i will be doing frost and shock, and yes i'll be doing the other circles of magic but it takes time, let me finish fire before moving on to other elements and other circles, but i will do them all, don't worry.

Tweaked Dialog topic so if you have water breathing you won't gasp for air when surfacing. (Quality of life fix)
Tweaked Dual Cast Cost from 2.8 to 2.5 and increase it's effectiveness from 2.2 to 3, that's right in Vanilla it costs 80% more to duel cost for only a 20% effect increase! (Quality of life fix)
Tweaked Lights for spells to make them brighter and cast shadows, now simply readying a spell in your hand is akin to holding a torch! Thye cast light before but it was pretty unnoticeable (Quality of life fix)
Tweaked Khajiit Claws to do 15 damage instead of 12 to match their description (Quality of life fix)
Updated Level list to use the new spells
Added new spells: Apprentice Flames, Adept Flames, Expert Flames, Master Flames: Same as the basic flame thrower but each higher rank does 50% more damange and uses the right half cost perk.
Novice Firebolt, Adept Firebolt, Expert Firebolt, Master Firebolt: Higher ranks do 50% more damage and the novice one is 50% weaker. The Stagger effect also scales by this same 50% rule.
Oakflesh Other Like its counterpart this is a novice level spell that can be cast on npcs, and yes TECHNICALLY you can cast it on enemies.

A expansion and overhaul to the magic systems ELS aims to make EVERY Spell scale to all levels and to let you use them on other people, all new spells are added to vendor/loot level list so anywhere you might find a normal spell of the same type you will find the new spell.
