Description
Yuril created a wonderful mod that makes those crumbling walls in Whiterun look and feel more like actual fortifications by adding tall palisades. Unfortunately they have said that there won't be a patch for Capital Whiterun Expansion because they aren't a fan, so I took it upon myself to make some patches. Apart from adding palisades to the walls of the new districts, the patch also removes some from in between the districts (as well as some added by CWrE) to keep to the theme of the original mod. Now there are three areas that have palisade fortifications: the outer wall, around Dragonsreach/The Cloud District, and around Jorrvaskr (due to CWrE adding spikes to the wall out front).

GG's Capital JK's Whiterun - Patch provided. You will also need the patch for JK's Skyrim and the patch from the main files.
