This mod adds a dagger that's based on the knife from Team Fortress 2 with the same name. Killing a humanoid NPC with a sneak attack will disguise you as that NPC.* When disguised, that faction will not be aggressive to you unless you get too close or attack. To remove your disguise you can also just swing your weapon.
*Draugrs and other humanoid creatures will not disguise you

Around level 16, start killing vampires. You'll find the dagger eventually.
Or if you have console++ you can type in player.additem weapyerdagger 1
If you cheat it in, you have to drop it and pick it up once.
Known bugs: With a large load order the disguise can be a little slow to apply depending on how much is happening Guards like whiterun guards don't work, not sure why
