Added option to disable adverse weather (stamina and health loss/gain and debuffs) to go with enabling weather consequences (crop effects, etc.).
(Wherein 'Safe Weather' must be disabled as that is the 'master disable all' button on adverse effects and consequences.)
Improved on adverse weather flags for stamina and health gain to not occur when inside the mines and caves.

Added option toggle to reduce fog thickness and blur effect :3
Tried something with maps to help ES and Passerby Cemetery compatibility, haven't completely tested it.
