Very simple fix for a rare bug/quirk in the game. Basically, the "Level Up" message you usually receive when you level up doesn't appear if the XP you earned wasn't "shown", as in there was no "Received: Experience Points: X" message beforehand. So, if you leveled up from killing an enemy (which doesn't show XP), you wouldn't get the popup. This is because both the "Level Up" message and "Experience Received" message depend on the same variable. This mod just gets rid of that dependency for the level up message, making it always true. Simple as that.
Installation: Just move the "Mods" folder into your main Witcher 3 directory.
