Phoenix rising

Maricopa county encompasses Arizona’s capital, Phoenix, and dominates the state politically. While it’s technically possible, no Republican has ever won the White House without the state’s 11 electoral votes. In 2016, Donald Trump won here by just three percentage points, but things have changed a lot in four years. Can he do it again in 2020?
