This report was carried out in the context of the XV Educational Cooperation Conference with Ibero-America on Special Education and Educational Inclusion among the ministries and secretariats of Education of Argentina, Chile, Costa Rica, Cuba, El Salvador, Spain, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, the Dominican Republic, and Uruguay. The conference—held in Antigua, Guatemala, from November 19 to 23, 2018—was organized by the Ministry of Education and Vocational Training of Spain, the Regional Office of Education for Latin America and the Caribbean (OREALC/UNESCO Santiago), and the Spanish Agency for International Development Cooperation. It featured the presence of the Organization of American States, the Organization of Ibero-American States (OEI) for Education, Science, and Culture, and the delegations from the mentioned countries.

Among the agreed-upon proposals, it was approved in plenary, as one of the joint actions, to develop a "state of the art on the educational situation of girls, adolescents, and women with disabilities in the region"
