Spotlight series

Spotlight on foundational learning in Africa

The Spotlight series is a partnership between the Global Education Monitoring Report, the Association for the Development of Education in Africa (ADEA) and the African Union.

The 2022 report, Born to Learn, synthesized evidence on completion rates and levels of minimum learning proficiency in the continent, informing the debate on national SDG 4 / CESA benchmarks. It draws on five country reports covering the Democratic Republic of the Congo, Ghana, Mozambique, Rwanda and Senegal and a series of case studies from all African regions.

The second report, Learning Counts, released in May 2024 draws on country reports from Mauritania, Uganda, Zambia, and South Africa, country research in Niger and a series of case studies from across the continent.

The Spotlight Reports aim to present good practices so as to improve foundational learning and offers recommendations on key actions to support policy dialogue through established African Union peer learning mechanisms.

The Leveraging Education Analysis for Results Network (LEARN) is an African Union (AU) basic education peer-learning mechanism launched in 2022 bringing together the Continental Education Strategy for Africa (CESA) implementation clusters on education planning, curriculum and teacher development. It acts as a catalyst for cross-cluster collaboration to address the critical issue for foundational learning in Africa.

Meet the Spotlight children

All children are #Borntolearn. But so many never do. Since 2022, we have been following the learning journeys of four school children in Africa, Godfred, Priscilla, Rougui and Pape. This platform offers an exclusive glimpse into the lives of these young learners as they navigate their educational paths in diverse contexts. It helps illustrate the findings and evidence in the GEM Report Spotlight Series through every day experiences lived by children in Africa.

Explore and share the unique experiences, aspirations, and accomplishments of these remarkable children.
