Do consumers view banks and mobile money services to be substitutes? Ryan Hawthorne recently presented research coauthored with Zubair Patel (with research assistance from Megan Friday) and funded by the United Nations Capital Development Fund (UNCDF) on competition between banks and mobile money providers at the 2024 CRESSE - Competition and Regulation European Summer School and Conference, and at the recent The Competition Commission South Africa annual competition conference. This involved developing a discrete choice model using novel datasets collected by the United Nations Capital Development Fund (UNCDF) and FinMark Trust. Some useful initial insights from their results are that consumers view banks and mobile money services to be substitutes on average, but this varies at the level of the consumer. Acacia Economics supported ICASA in the development of its cost models for fixed and mobile termination rates in South Africa. Hearings were held on Thursday on the proposed R0.04/min and R0.01/min pure long-run incremental cost-based rates.
ICASA held public oral hearings on the Draft Call Termination Amendment Regulations of 2024 (“the draft Amendment Regulations”), in accordance with Section 4(6) of the Electronic Communications Act No.36 of 2005, as amended. The Authority published the draft Amendment Regulations in Government Gazette No. 11680 on 22 March 2024. The closing date for submissions was the 10th of May 2024. These regulations are expected to make a substantial impact on the pricing structure of voice calls in South Africa, which remains an important segment of the market and which has an important role to play in reducing the cost to communicate.
