📢 [CALL TO ACTION] Sign onto Real Reform for ECD's submission on the new Children's Amendment Bill (2023)! This submission will be made in response to the Department of Basic Education's invitation for public comment on the CAB (2023). The new CAB (2023) promises to significantly improve the regulatory framework around ECD provisioning. The last CAB was put before Parliament in 2020 and the ECD sector collectively rejected the Bill because it did not meet the needs of the ECD sector. This new version of the Bill has significantly improved in the following ways: ✅ECD programmes will only need to register as an ECD programme, not a partial care facility as well, and this will be done through a one-step registration process ✅Different types of ECD programmes (e.g., playgroups, toy libraries, and child minders) will be recognised and may be eligible for funding. The CAB will introduce tailored norms and standards for these different types. ✅Municipalities will be required to develop strategies for the availability and maintenance of ECD centres, incorporating these into their development plans and budgets. ✅A draft by-law will now be permitted to encourage greater harmony and uniformity across municipalities ✅ECD programmes can receive conditional registration for partial compliance and still qualify for funding.
