About us
The South African Civil Aviation Authority (SACAA) is a Schedule 3A public entity in terms of the Public Finance Management Act (“PFMA”). It was established on the 1st of October 1998, following the enactment of the now repealed South African Civil Aviation Authority Act,1998 (Act No.40 of 1998). The Act provided for the establishment of a stand-alone authority charged with promoting, regulating and enforcing civil aviation safety and security. It reflected the Government's priorities and was in line with international trends in the aviation world where more and more states implemented this option. The abovementioned Act was repealed as a whole by the Civil Aviation Act, 2009, (Act No.13 of 2009). The Act, provides for the establishment of a stand-alone authority mandated with controlling, promoting, regulating, supporting, developing, enforcing and continuously improving levels of safety and security throughout the civil aviation industry. The SACAA is an agency of the Department of Transport (DoT). The above is to be achieved by complying with the Standards and Recommended Practices (SARPs) of the International Civil Aviation Organisation (ICAO), whilst considering the local context.

The SACAA recently engaged with industry stakeholders to enhance standards in Flight Procedure Design & Cartography (PD&C) at the annual Flight Procedure Design & Cartography Forum. This year’s forum focused on proposed amendments to Parts 173 & 177 of the South African Civil Aviation Technical Standards (SA CATS) and Civil Aviation Regulations (CARS), alongside revisions to the PD&C Technical Guidance Material. The aim? To improve accuracy, safety, and reliability for both air traffic controllers (ATCs) and pilots. What is Flight Procedure Design & Cartography? It’s the process of designing instrument flight procedures and converting them into charts that help ATCs and pilots navigate safely and efficiently through the skies.

The South African Civil Aviation Authority (SACAA) presents a positive report card for the 2023/24 financial year. The Regulator has met all six of its Strategic Outcomes that were set out in the Annual Performance Plan in the previous financial year. This report further confirms the ability of the Regulator to deliver on its mandate of ensuring safe and secure skies for air transport users.
