About us

The African Capacity Building Foundation (ACBF) is the leading institution for capacity development in Africa. It has a membership of 40 African countries as well as the African Development Bank (AfDB), United Nations Development Programme (UNDP) and the World Bank. ACBF’s focus is on human capital development and institution building to address current and future development challenges. While it provides services to all sectors; public, private, civil society and academia, to name a few, ACBF pays attention to improving the effectiveness of Africa’s public sector institutions at country, regional and continental levels to become effective systems’ integrators and catalysers of sustainable and transformative change. The Foundation was established in 1991 to address Africa’s severe capacity gaps. Since inception ACBF has gained a robust track record which solidifies its position as the premier partner for capacity development on the continent. The Foundation contributes to Africa’s development process through human capital development, institution building and knowledge sharing.

  • At the launch of the OECD - OCDE African Governance Platform, the African Capacity Building Foundation (ACBF) is spearheading collaborative efforts to drive sustainable governance reforms in Africa. As the African Union's specialized agency for capacity building, ACBF utilizes peer-to-peer learning and shared expertise to provide unique capacity-building expertise. Speaking during the launch, Mr. Mamadou Biteye stated that, “Combining ACBF knowledge of the context and OECD’s global reach, we can ensure that the AGP will be relevant for all stakeholders”.     Empowering Growth: A Recap of the Knowledge-Sharing Seminar hosted by ACBF in Partnership with WUA The African Capacity Building Foundation (ACBF) recently hosted a knowledge-sharing seminar in collaboration with the Women’s University in Africa (WUA), titled “Strengthening Institutional Capacity Through Collaborative Partnerships: Lessons from WUA and Future Opportunities.” During the seminar, our Vice Chancellor, Professor S. D. Chingarande, presented the keynote address, highlighting the significant accomplishments of the WUA Capacity Building Project, which ACBF funded from 2007 to 2017. She elaborated on the project's transformative effects, shared updates on progress since the grant concluded, and discussed future collaboration possibilities between WUA and ACBF. Thanks to ACBF's support, WUA has experienced extraordinary growth, expanding from just 145 students to over 16,000 graduates by 2024. The university now operates five campuses across Zimbabwe and offers more than 40 academic programs across various levels, including Diplomas, Bachelor’s, Master’s, and PhDs. Our reach has also grown internationally, attracting students from several African countries and beyond, including Malawi, Sudan, Zambia, Nigeria, Equatorial Guinea, Côte d’Ivoire, as well as from the UAE and UK. Founded in 2002 by Professor Hope Cynthia Sadza and Dr. Fay Kin Chung, WUA has utilized the Capacity Building Project to create Africa-centered modules, improve teaching standards, and foster institutional partnerships. Significant milestones include a Memorandum of Understanding (MOU) with the University of Zambia and numerous study visits aimed at enhancing collaboration. This initiative underscores the commitment to empowering African institutions and supporting sustainable development across the continent, a commitment shared by both ACBF and WUA. #KnowledgeSharing #WUA #CapacityBuilding #ACBFinAction #Women’s University in Africa

  • In a move to redefine capacity building on the continent, the African Capacity Building Foundation proudly launches the UBORA Academy, a pioneering initiative set to revolutionize capacity building in Africa. Unveiled during the 33rd Board of Governors Meeting in Côte d'Ivoire by Hon. Adama Coulibaly; Minister of Finance and Budget, this launch is a major accomplishment in our 2023-2027 Strategic Plan. Speaking during the launch, Mr. Mamadou Biteye OBE , Executive Secretary of ACBF highlighted the academy's vision of empowerment and sustainable growth, providing African professionals with cutting-edge knowledge and skills. At the heart of the Academy is its Excellence in Public Sector Leadership in Africa (LEAPS) program, focusing on leadership and governance. This tailored program develops leadership and governance capabilities of senior officials from public financial management institutions in Africa. With the launch of the Academy, ACBF will broaden its range of services, to a greater number of people in civil society, the public and private sector. It nurtures a vision of empowerment and sustainable growth, providing a platform for African professionals to access state-of-the-art learning experiences. The academy will also address strategic pillars such as agribusiness, climate change, trade promotion, economic governance, and social governance. Furthermore, it will tackle cross-cutting challenges including youth empowerment, gender equity, digitization, and data management. Mr. Biteye expressed gratitude to key partners, including the Finnish Ministry of Foreign Affairs, the Bill & Melinda Gates Foundation, and the Finnish Institute of Public Management HAUS, for sharing ACBF's vision and supporting the development of the Ubora Academy.   • The 10th Africa Think Tank Summit Comes to an End! After three days of enriching discussions, collaborative networking, and innovative idea-sharing, the 10th Africa Think Tank Summit came to a successful conclusion, yesterday. We extend our heartfelt gratitude to our partners, stakeholders, and think tanks from across the continent who joined us in Abidjan, Côte d'Ivoire and online, to shape the future of Africa's development. To our speakers, moderators, and panelists, your thought-provoking insights and expertise drove the conversations that will continue to resonate long after the Summit. Your passion for Africa's growth and development is inspiring, and we thank you for sharing your knowledge with us during the summit. Throughout the Summit, we explored various themes, including Africa's carbon markets development, climate finance, and sustainable growth.   • On the second day of the 10th Africa Think Tank Summit, the Parallel Stakeholders’ Session, tackling the key topic of "Building Capacities and Engaging Local Stakeholders in Africa’s Carbon Markets Development" brought together experts to discuss the critical components of Africa's carbon markets growth. The session was moderated by Mrs. Eugenia Kayitesi, Executive Director of Institute of Policy Analysis and Research of Rwanda (IPAR-Rwanda) and the panel included Ms. Joseph Lucie Atangana, Lead Champion, Women & Youth in the Cacao Sector, African Women Agribusiness Network Afrika (AWAN AFRIKA), Mr. Lionel Ossé Essima, Assistant Project Manager for West Africa and North Africa, Afrobarometer; and Dr. Lindy Fursman, Director, Climate and Energy Policy, Tony Blair Institute for Global Change. Through their insightful contributions, the panel emphasized the importance of capacity building and stakeholder engagement for Africa's carbon markets development. They highlighted the need for African countries to leverage carbon markets for economic development, job creation, and climate finance access.     It has been a great pleasure and honour for me to have been panelist at the 10th Africa Think Tank Summit that was held during the 33rd Annual Meeting of the Board of Governors of the African Capacity Building Foundation (ACBF) in Abidjan, Côte d’Ivoire, from 8 to 11 October 2024, were researchers, CSO and policy makers have explored "Evidence-Based Strategies for Sustainable Climate Financing in Africa". The event was co-organized by the Government of the Republic of Côte d’Ivoire and the AFrican Capacity Building Foundation (ACBF). I have called for greater integrity in climate finances, smart implementation of trade agreements vs health and environment agreements, as well as other insights during the Side-Event 2.
