This is a sad Australian story, and these numbers are big. An analysis released this week from Adam Rorris via the Australian Education Union finds that public schools are underfunded compared to the SRS by over $4.5 billion per year. Accounting devices allow states to reduce their contributions to public schools by about $2 billion per year, widening the underfunding gap to over $6 billion annually. $2 billion could help all our kids get reliable fast internet access, or improve schools overloaded with demountables. The total SRS funding shortfall for public schools over 2023-2028 could reach nearly $40 billion cumulatively.
Private schools are overfunded compared to the SRS, by over $800 million in 2023, reducing to $140 million by 2028. Seven out of eight states have public school funding that flatlines over 9% below SRS minimums. The underfunding approaches $3,000 annually per public school student in some states. How is this fair?
The report outlines four specific steps governments should take to achieve 100% SRS funding for all schools by 2028:
- Remove the 4% “capital depreciation and allowances” charge.
- Set clear 100% SRS funding target for public schools.
- Enforce minimum 75% SRS contributions from states/territories for their public schools.
- Increase Commonwealth government’s funding share towards public schools.
It is essential that all our governments take serious action next year when negotiating new bilateral agreements to address the funding gap and ensure that all students receive the education they deserve.
