Cement Concrete & Aggregates Australia hosted the CCAA Council Dinner in Sydney overnight, attended by CCAA Council and senior leaders across CCAA membership, industry, and government. The dinner was an opportunity to welcome new CCAA Councillors in attendance Simon O'Neil, Geoffrey Hazell, Mario Panuccio, (Graeme Johnson an apology). Special guest was Camilla Drover B Eng MAICD Deputy Secretary Infrastructure and Place Transport for NSW who delivered the keynote. CCAA Vice Chair Vik Bansal facilitated a highly engaging dinner conversation – exploring the critical role that industry & government partnerships play in securing the sustainable supply of construction materials for major infrastructure projects. Camilla Drover offered great insights on the largest transport infrastructure program Australia has seen, with $41.4 billion invested in NSW projects over the next four years. Projects highlighted included Sydney Light Rail, Parramatta Light Rail, the Sydney Metro network, and the Pacific Highway Upgrade that is set to connect Sydney and Brisbane without the need for a single traffic light. Topics covered included: - TfNSW’s Sustainable Procurement Program, now incorporating Australia's first Engineering, Cost and Carbon Library (ECCL). - The need for harmonised specifications, to drive further decarbonisation Innovations and opportunity. - The importance of ensuring public procurement practices reflect government policies on reducing emissions. With the industry attendees reinforcing that this alignment is vital to enabling the collaborative efforts necessary to achieve our collective net-zero goal. - Quarry approval challenges, which have the potential to impact new supply to market and project delivery. This includes securing resource access, streamlining approvals, and safeguarding essential infrastructure assets to maintain affordability and supply stability. As the Infrastructure Australia 2023 Market Capacity Report identified, supply chain risks are escalating, with demand at historic highs and shortages impacting project timelines and costs. Michael Kilgariff then contributed to a thought-provoking panel moderated by James Cameron CEO Australian Construction Industry Forum (ACIF), discussing how federal and state governments fund infrastructure projects and how procurement strategies can deliver both economic and social value. Australia’s Circular Economy & the Heavy Construction Materials Industry Cement Concrete & Aggregates Australia has lodged our submission to the Productivity Commission Inquiry into Opportunities in the Circular Economy. Our industry has long embraced circular principles, from transforming industrial by-products into essential construction materials, to recycling concrete waste for infrastructure. Yet, we know there’s more to do. Our Key Recommendations Include: 1️⃣ Developing environmental incentives to drive circular adoption; 2️⃣ Removing regulatory barriers that hinder concrete waste reprocessing; 3️⃣ Updating building standards to accommodate recycled, and alternative lower carbon materials; 4️⃣ Supporting the use of innovative, lower-carbon cement and concrete; 5️⃣ Implementing performance-based specifications for sustainable infrastructure. Our vision is a future where the application of recycled materials is standard practice, and regulatory frameworks encourage innovation, not hinder. The journey to a resilient and sustainable built environment is one we must take together—industry, government, and community. CCAA Calls for Heavy Construction Materials Plan Ahead of WA Election Cement Concrete & Aggregates Australia has released our Western Australia Election Policy Priorities, urging the next WA Government to establish a comprehensive Heavy Construction Materials Plan. Policy recommendations emphasise urgent reforms, including establishing a permanent Quarry Approvals Coordinator to streamline approvals, protecting key resources from urban encroachment, and promoting performance-based specifications that support decarbonisation and a circular economy. WA’s complex approvals processes are having a real impact on project costs, with rising regulatory hurdles driving up raw material costs, affecting infrastructure and housing affordability. Without reform, the industry risks delays and higher costs. In support of our collective decarbonisation goal, the Policy Priorities also highlight the need for public procurement practices to align with government emissions-reduction goals.
