"Active, free and meaningful participation" in decision-making is a core element of the 1986 Declaration on the Right to Development. However, the actual practice in relation to decisions made about development policies, programmes and projects seems very different. ❓ How is participation different from consultation? ❓ Are decision-makers respecting Indigenous Peoples’ right to free, prior and informed consent (FPIC)? ❓ How to ensure participation of individuals or groups experiencing layers of intersecting discriminations? ❓ What enabling conditions are required to ensure participation? ❓ How to ensure participation of individuals or groups experiencing layers of intersecting discriminations? ❓ What remedies can affected individuals and communities seek for lack of active, free and meaningful participation? 📢 I am launching a new project, "Participation in development", which will result in developing practical guidance - as part of my 2026 report to the Human Rights Council - for states, UN agencies, multilateral development banks, businesses and CSOs in ensuring active, free and meaningful participation of people in decision-making. After engaging with #HRDs in Timor-Leste at a workshop organised by Diplomacy Training Program in August 2024, the first open consultation for this project will take place on 25 September 2024 (4:30-6pm) in Bangkok at #UNRBHR Forum.
