Diplomacy Training Program

"Active, free and meaningful participation" in decision-making is a core element of the 1986 Declaration on the Right to Development. However, the actual practice in relation to decisions made about development policies, programmes and projects seems very different. ❓ How is participation different from consultation? ❓ Are decision-makers respecting Indigenous Peoples’ right to free, prior and informed consent (FPIC)? ❓ How to ensure participation of individuals or groups experiencing layers of intersecting discriminations? ❓ What enabling conditions are required to ensure participation? ❓ How to ensure participation of individuals or groups experiencing layers of intersecting discriminations? ❓ What remedies can affected individuals and communities seek for lack of active, free and meaningful participation? 📢 I am launching a new project, "Participation in development", which will result in developing practical guidance - as part of my 2026 report to the Human Rights Council - for states, UN agencies, multilateral development banks, businesses and CSOs in ensuring active, free and meaningful participation of people in decision-making. After engaging with #HRDs in Timor-Leste at a workshop organised by Diplomacy Training Program in August 2024, the first open consultation for this project will take place on 25 September 2024 (4:30-6pm) in Bangkok at #UNRBHR Forum. DTP Alumni Spotlight! Bertha Samponu is an Indonesian Indigenous Tanimbarese woman and Asia-Pacific Coordinator of the International Movement of Catholic Students (IMCS/MIEC) Pax Romana. In this role, Bertha focuses on supporting young people/students by building their capacity through leadership training and human rights advocacy. She is based in Manila, Philippines. "I found DTP’s training highly impactful as it was more than just lectures. There was a great combination of theory and practice. This training method made my experience meaningful and impactful. Judge Glazebrook came to the conclusion that there was not as yet a right to the environment. DTP Alumni Spotlight!!! We recently caught up with Milika Ligabalavu while running a workshop in Fiji at the end of June and then followed up with an interview. Milika worked as a Policy and Research Officer at the Citizens’ Constitutional Forum (CCF) when she participated in DTP’s 31st Annual Program in Timor-Leste. Today she lectures and teaches law at the Fiji National University. In this teaching role Milika uses her legal expertise and passion for human rights to influence the next generation of change makers.   "I should emphasise that DTP training was not just about learning, it was about making deep bonds with fellow participants who came from different backgrounds and understanding." On August 12th-24th, the Diplomacy Training Program affiliated with the UNSW joined forces with the #GCHumanRights to co-organize in Timor-Leste the 32nd Annual Human Rights and People’s Diplomacy Training. Founded by Peace Nobel Laureate José Ramos-Horta in 1989, the training is one of the most established and prestigious human rights education courses in the Asia-Pacific.   This joint edition was coordinated in tandem with the UNTL Human Rights Centre as part of the #GCCapacityDevelopment programme, involving 28 participants representing 14 countries from the region.  The programme was made possible thanks to the co-funding by the Italian Ministry of Foreign Affairs and International Cooperation.   #GCAsiaPacific #HumanRightsEducation

Monday saw the opening of the 32nd Annual Human Rights and Peoples' Diplomacy Training Program in Dili, Timor-Leste. This year's program has 28 participants from 14 countries across the Asia Pacific Region.
