About us
GOAP is a global, multi-institutional partnership established to enable countries and other stakeholders to go Beyond GDP to effectively measure and manage progress towards ocean sustainable development. GOAP aims to support at least 30 countries by 2030 to build complete sequences of national ocean accounts and co-create knowledge products that support the development of globally accepted and standardised ocean accounting practices by 2023. Co-Chaired by UNESCAP and Fisheries and Oceans Canada, GOAP brings together governments, international organisations, and research institutions to build a global community of practice for ocean accounting.

🌊 This International Day for Disaster Risk Reduction let's look at the innovative solutions emerging to manage risk in coastal and marine environments 🌊 Did you know 37% of the world's population lives within 100km of the coast? These populations are particularly vulnerable to changing weather and climate patterns. To monitor disasters and manage risk in coastal and marine environments, innovative data-driven solutions are emerging, including ocean accounts. Day 1 of the Global Nature Positive Summit 2024 opens with an exciting announcements from host, Australia. We look forward to following the event this week as leaders unite to discuss ways to drive investment in nature and improve its protection and repair.
🌊 More than half (52%) of Australia's ocean is now under protection! 🌊 This is just one of the announcements made by Australia at the opening of the Global Nature Positive Summit 2024 today. In her opening speech, Minister Tanya Plibersek recognised that Australia “is a unique and extraordinary part of our planet. We are doing everything we can to protect it.” This week, Australia is hosting the inaugural Global Nature Positive Summit. The event is uniting leaders from government, business, academia, environment groups and Indigenous Peoples to discuss how we can all collaborate to make progress towards the shared goal of a #NaturePositive future that improves ecosystems. Day 1 highlights: ➕ Australia announces the expansion of the sub-Antarctic Heard and McDonald Islands Marine Park to 4x the size (an expansion of 310,000 km2) ➕ This, along with several other Marine Park expansions, means that 52% of Australia's ocean is now under protection ➕ “Nature positive governance” was recognised as critical for improving outcomes ➕ The need for organised data has been a common thread, with the importance for environmental AND social data recognised Directors from the UNSW Centre for Sustainable Development Reform, Eliza Northrop and Dr Ben Milligan look forward to attending and bringing nature data into discussions. Ocean Accounts at the #IPBC annual dialogue 🌊🌿 This week Department of Climate Change, Energy, the Environment and Water and Ministry of Environment and Climate Change, Fiji, co-hosted the 3-day International Partnership for Blue Carbon (#IPBC) annual dialogue in Cairns, Australia. The event brought together 🤝 practitioners and other stakeholders to explore the future of #bluecarbon, focusing on finance, measurement and transparency. IPBC and other organisations discussed the use of #OceanAccounts to measure the diverse benefits of coastal wetlands, drawing on lessons learned across the Global Ocean Accounts Partnership (GOAP). 📢 A panel discussion, informed by presentations from the GOAP Secretariat (Dr Jordan Gacutan) and IUCN, shared progress in trialling #OceanAccounts with recipients of the Blue Carbon Accelerator Fund (#BCAF) in Indonesia and Papua New Guinea, demonstrating real-world application and potential for scaling. The discussion highlighted how ocean accounting can strengthen the case for blue carbon #conservation and #restoration, potentially accelerating action to protect these critical ecosystems. 💡 Key takeaways: 1. Ocean accounting provides a comprehensive framework for valuing blue carbon ecosystems beyond just carbon sequestration, including services such as improving coastal resilience, nursery services for fisheries and water quality improvement. 2. #OceanAccounting provides a standard and consistent structure to better communicate impacts and outcomes from projects. 🔀 Where do ocean and climate intersect in international law? ⚖️ At this year’s Kurt Grönfors Lecture, University of Gothenburg, speakers will delve into the critical nexus between the #ocean and #climate from an international legal perspective. 💡 This comes amidst the first example of an international judicial mechanism being used to compel the international community to take more stringent environmental protection measures to help achieve the global temperature goals of the #ParisAgreement. This world first 🥇 occurred when, in May 2024, the International Tribunal for the Law of the Sea/Tribunal international du droit de la mer (#ITLOS) gave its advisory opinion on a case submitted by the Commission of Small Island States on Climate Change and International Law. 🌊 How can data help to build resilience in the face of sea level rise? Updates from the Summit of the Future 🔮 Last week, Angelique Pouponneau from the GOAP Secretariat spoke on the panel "Sea Level Rise: Building Resilience Through Data and Community in the Asia Pacific". The discussion gathered perspectives from the Fijian and Indonesian governments to explore innovative, community-based, and data-driven solutions for addressing #SeaLevelRise challenges in the Asia Pacific region. Highlights: 🌊 Ocean accounts can be used to compile social, economic and environmental data about the ecosystems responsible for coastal protection, 🌊 When gathered over time, this information can give decision-makers a better understanding of the coastal protection they provide, 🌊 The importance of partnerships at scale to facilitate collaboration and knowledge sharing across government and civil society 💡 "#OceanAccounts offer a paradigm shift in how we measure and value our blue economies", explains Angelique. 🌊 Building Resilience in the Face of Sea Level Rise: A Collaborative Effort for the Asia Pacific 🌊 ➡️ Rising sea levels pose a significant threat to many coastal communities globally but as the UN Secretary-General recently stated, this 'worldwide catastrophe' uniquely threatens the Pacific Islands We just concluded an impactful side event at the #SummitOfTheFuture Action Days on "Sea Level Rise: Building Resilience Through Data and Community in the Asia Pacific", co-hosted by United Nations Global Pulse Asia Pacific and UNSW. Innovative solutions are crucial for building resilience as sea levels continue to rise, threatening coastal communities and ecosystems. Our panel highlighted the importance of data-driven approaches, community-driven action and nature-based solutions in the fight against climate change. Some highlights from the event: 🔷 We heard about groundbreaking projects like #ProjectHalophyte from the University of New South Wales, which is revitalizing coastal ecosystems in Fiji using traditional knowledge and blue carbon solutions, and initiatives by UN Global Pulse aimed at improving long-term climate resilience in Indonesia. 🫂It was a powerful reminder that #data and community action are vital tools in our global response to rising sea levels. 📢 Marine ecosystem accounts completed in Ecuador! 🌊 This week, the Charles Darwin Foundation for the Galapagos Islands presented the results from their project which developed ecosystem accounts for the Ecuador's insular EEZ, including two marine reserves: Galapagos and Hermandad. The project, titled “Design and Elaboration of Ecosystem Accounts for the Insular Exclusive Economic Zone of Ecuador” was led by GOAP Co-Chair, #CharlesDarwinFoundation in collaboration with Parque Nacional Galápagos, Ministerio del Ambiente, Agua y Transición Ecológica of Ecuador, Banco Central del Ecuador (BCE), Instituto de Estadísticas y Censos del Ecuador, Instituto Público de Investigación de Acuicultura y Pesca IPIAP and the Global Ocean Accounts Partnership Secretariat, among others. 👏 This initiative is a crucial step toward understanding the vital role of marine ecosystems in supporting key sectors of the economy in Ecuador. 🏝 Fiji National workshop on #OceanAccounts for sustainable ocean development, supported by #GOAP Last week, the Ministry of Environment and Climate Change (#MECC), Government of Fiji, held a national workshop on the potential of ocean accounts to support sustainable ocean development. The workshop was opened by Permanent Secretary Dr Sivendra Michael, with representatives across Fiji’s Ministries, Pacific Community-SPC, academia and other stakeholders. The workshop was supported by the Global Ocean Accounts Partnership (GOAP) and Kami Pasifiki. The workshop explored tangible links between ocean accounts and the needs of Fiji’s National Ocean Policy, National Climate Change Policy, and National Adaptation Plan. Key opportunities were identified to use ocean accounts to address pressing ocean challenges, including: 🌊 The use of accounts to track progress and report towards climate and nature commitments, 🌊 Acquiring and sharing data across stakeholders (and the value of centralised data), and 🌊 Putting diverse social, economic and environmental data together for insights. 💡 The workshop highlighted that valuable data for decision making is already available, but there is a need to share this data amongst stakeholders. Ocean accounts provide an opportunity to share and organise the knowledge and data we need.
