The draft Ringwood Activity Centre Plan is full of potential – but in its current state, it’s vague, providing no detail and lacking direction of its implementation. This makes it difficult to draw judgement on the plan and makes it hard for locals to feel assured that it will progress Ringwood in a positive direction. The plan does not address one area that is a major roadblock for the supply of housing; financial viability. If a development cannot be made financially viable, it won’t go ahead, no matter how open the planning schemes are. The plan identified that the Ringwood activity centre and catchment area can contribute to 8,200 to 12,200 new homes – but without relief around building costs, interest rates and excessive government taxes and charges, how will this ambitious target become a reality? To reach this target, developments need to be incentivised and encouraged, but the financial viability of a development is not a consideration in the draft Activity Centre Plan. Further, the liveability of the developments must be considered. Much of the plan focuses on apartments and high-rise style developments, which are traditionally not what most of the population want to live in. To keep Ringwood as a sought-after area, developments that people want to live in must be provided, showing a need for further infill developments over high-rise developments. Additionally, there are calls for 3-6 storey developments in large parts of the area – but there are major differences in the size, scope and cost of 3 storeys versus 6. Larger lots have also been proposed to be development sites of 4-6 storeys, but nothing has been provided to define what makes a ‘larger’ lot, showing greater uncertainty around the implementation of this plan. No details are known about whether current car parking requirements will remain under the proposal given its status as a ‘walkable’ catchment area. It’s the government’s intention to have the relevant planning scheme amendments to implement this Activity Centre Plan completed by the end of 2024, but this timeline seems difficult when there is little certainty about what actionable change will be created under the plan. Despite this, we see some positive changes coming – it’s good that the government is trying to do something meaningful, but with building cost increasing as much as 50% over the last 2 years and a shortage in skilled labour, it’s difficult to see how these ambitious targets can become a reality in the current climate. Further changes outside of the Activity Centre Plan include those coming in the ResCode, the main assessment tool for development applications. The ‘loosening’ of setbacks and third-party appeal rights is certainly a step in the right direction to assist in the delivery of desperately needed housing outside activity areas.
