One way to summarise the systemic financing challenges to disaster resilience and adaptation is in these four words: size, uncertainty, dispersion and convention. As part of a panel at the Australian Disaster Resilience Conference 2024, Vanessa Beenders, EGM Public Policy at the Institute, spoke about the significant finance gap in resilience and adaptation funding, the uncertainty around costs and benefits, the dispersion of who pays versus who benefits, and the constraints of traditional fiscal frameworks. We are not without hope, however. As Vanessa highlighted in the panel, "Resilience Ratings – Practical Adaptation Technology Delivering Positive Systems Impact", resilience ratings can play a role in helping insurance and lending remain affordable and accessible in the face of a changing climate.
