    When we asked our audience at this week's Community Matters discussion on the unpacking and implications of the proposed Credential Policy, only 11% had been able to thoroughly go through all the documents linked to the Policy The structure of the revised Standards for RTOs means there will now be: 1) Outcome Standards 2) Compliance Requirements 3) Credential Policy The Outcome Standards draw on and reference the Credential Policy and Compliance Requirements. PLUS, there is a host of guidance material from both Department of Employment and Workplace Relations (DEWR) and Australian Skills Quality Authority (ASQA) With feedback on the Credential Policy and Compliance Requirements due back to DEWR this Sunday (20.10.24), has it been enough time for stakeholders to properly review, understand and reflect on the numerous documents so that meaningful consultation feedback can be given?     Here's a great question to puzzle over One of our community members emailed with the following series of thoughts and questions related to the proposed change in the Compliance Requirements and what implications it might have for the proposed reinstatement of the TAE40110 as a trainer/assessor credential for VET and other Credential Policy items Here it is: 6) The RTO must... a) retain records of AQF certification documentation issued for a period of: a) seven years if a student completes a training product on or after 1 January 2015 b) thirty years if a student completes a training product before 1 January 2015 Now... in 2025 when the new SRTOs will be enacted, it will be: 15 years since TAE10 was introduced in 2010, and 8 years since it was superseded by TAE40116 in 2016 and about 6 years since 'teach out' of TAE10 finished. So, this means there could be a number of people with TAE10 completed in 2015, 2016 and 2017. Which is ten, nine and eight years ago respectively - all of which mean 6 a) a) applies: seven years retention of those records creating a gap of three, two and one year where there are no records. Lots of other VET practitioners use the TAE40116 and TAE50116/TAE50216 as their trainer/assessor credential. All introduced after 2015 in 2016, nine years ago - meaning the seven years record retention will apply. Meaning in 2025, there will be a period of two years where AQF certification documentation will not have to be held by issuing RTOs for these qualifications. Combined, does this mean there will be a significant proportion of people who can now operate on credentials that, for authentication purposes, will not be able to be verified with the issuing RTO? Sure, it happens already when an RTO closes down, but here, we're talking about across the board for providers who issued the credentials to deliver and/or assess VET What do you think - if any - the implications of this could be? Will the USI system have all of the necessary information for authentication of records? (USI came into effect 1 January 2015 FYI) Will we "be assured" that the 'evidence' demonstrates a skilled VET workforce? Should retention of AQF certification documentation that enables one to be a trainer/assessor be longer than seven years?? RTOs that have embraced candidate-centred RPL processes have told us that: ▪️ Their RPL assessors are more confident in their abilities to apply recognition processes ▪️ They find it creates better relationships with employers and their workers   PLUS! We know that better recognition processes of migrant skills is currently in the spotlight and being lobbied for   We are frequently asked by consultants and agencies to identify RPL Assessors for various industries and projects but are not always able to do so – as there is a shortage of RPL Assessors in Australia, trained to confidently apply a candidate-centred model and its processes   RTOs, industry consultants.     What can we do to support learners to keep persevering? Competency-based assessment is a journey but it's not always an easy road for learners. When the tasks seem obscure and/or are worded in ways only a compliance guru would understand, learners tend to delay submitting their work or they submit work that falls short of the required benchmarks. This adds pressure for trainers who need to then coach learners through their re-submits, and adds pressure for learners who may feel their confidence erode.     Leadership support matters! Disengaged learners can present many challenges for VET trainers as they often lack motivation and interest - which in turn, hinders their ability to focus and learn. This makes the job of the trainer just that little bit more difficult as they must invest significant time in encouraging and supporting their disengaged learners as opposed to facilitating learning of the willing. This session will provide a range of practical strategies that Senior VET Leaders/Education Managers can use to support their trainers who are working with disengaged learners.
