The procurement for "Supporting ENISA for the provision of cybersecurity services to European Union Member States" is renewed earlier than expected. We made a comparison of the specifications in the 2022 and 2024 edition to understand how ENISA might have adapted their requirements. Here's what we spotted: 1. Scope: The 2024 procurement introduces more comprehensive requirements, such as source code reviews and more specific risk monitoring services. It also includes a retainer service model for incident management and provides additional details for exercise types and methodologies. Unlike the 2022 procurement, the 2024 version mandates practical experience in Awareness Security programmes. 2. Expert Profiles: New in 2024, there's a requirement for national security clearance for both junior and senior experts across various profiles. Most importantly, there's a new requirement for knowledge of official languages of Member States where needed. 3. Scenarios: The 2024 procurement provides more specific financial and operational details, especially regarding incident response and exercise execution scenarios. Notably, it removes the platform-specific scenario, indicating a strategic shift or change in requirements. 4. References: Several new criteria have been introduced, such as professional integrity, transparent governance, and IT system security (T7, T8, T9). There's also a focus on Member State-specific experience, increasing the localisation of expertise. 5. Quality/Price Ratio: The weighting between quality and price has shifted slightly in the 2024 procurement, with more weight given to price criteria (35% vs. 30%), suggesting an increased emphasis on cost competitiveness.

Today, we're proud to share a quote from a recent document of the European Commission that validates our innovative approach: "It is also well-known that CPV codes are not a sufficiently reliable way of identifying purchase categories, as public buyers do not always indicate the correct CPV code" and "...Given the above listed challenges, an AI / machine learning based tool could more accurately identify procurements than keyword searches."
