    🚨 𝗔𝗱𝗱𝗿𝗲𝘀𝘀𝗶𝗻𝗴 𝗟𝗮𝗯𝗼𝘂𝗿 𝗮𝗻𝗱 𝗦𝗸𝗶𝗹𝗹𝘀 𝗦𝗵𝗼𝗿𝘁𝗮𝗴𝗲𝘀 𝗶𝗻 𝘁𝗵𝗲 𝗣𝗲𝗿𝘀𝗼𝗻𝗮𝗹 𝗮𝗻𝗱 𝗛𝗼𝘂𝘀𝗲𝗵𝗼𝗹𝗱 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 (𝗣𝗛𝗦) 𝗦𝗲𝗰𝘁𝗼𝗿 🚨 Today, the PHS Social Partners (EFFE, EFSI - European Federation for Services to Individuals, European Federation of Food, Agriculture, and Tourism Trade Unions (EFFAT), UNI Europa) welcome the Mission Letter issued to the designated Commissioner for People, Skills, and Preparedness for the 2024-2029 European Commission term. It rightly prioritizes addressing the critical labour and skills shortages hampering a stronger, more resilient EU post-Covid. 💼🇪🇺 The demand for domestic and home care services continues to rise, driven by Europe's ageing population, but the PHS sector is facing severe labour shortages. Projections show that the sector could create up to 𝟭𝟳.𝟱 𝗺𝗶𝗹𝗹𝗶𝗼𝗻 𝗷𝗼𝗯𝘀 𝗯𝘆 𝟮𝟬𝟯𝟱, yet employment growth is expected at only 7%. We urgently need action to close this gap, driven by better working conditions, skill development, and sector-specific policies. In light of the European Commission’s 2024 Action Plan on Labour and Skills Shortages, the PHS Social Partners call for a comprehensive approach to tackle the pressing challenges in the PHS sector, including: 👉 Investment in 𝘀𝗼𝗰𝗶𝗮𝗹 𝗱𝗶𝗮𝗹𝗼𝗴𝘂𝗲 𝗮𝗻𝗱 𝗰𝗼𝗹𝗹𝗲𝗰𝘁𝗶𝘃𝗲 𝗯𝗮𝗿𝗴𝗮𝗶𝗻𝗶𝗻𝗴 to improve pay and working conditions. 👉 𝗖𝗮𝗽𝗮𝗰𝗶𝘁𝘆-𝗯𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗳𝗼𝗿 𝘀𝗼𝗰𝗶𝗮𝗹 𝗽𝗮𝗿𝘁𝗻𝗲𝗿𝘀 to strengthen their role in solving these shortages. 👉 Recognition of 𝘀𝗸𝗶𝗹𝗹𝘀 𝗮𝗻𝗱 𝗾𝘂𝗮𝗹𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀 in the PHS sector, promoting training, reskilling, and upskilling. 👉 A robust framework for the 𝗹𝗮𝗯𝗼𝘂𝗿 𝗺𝗼𝗯𝗶𝗹𝗶𝘁𝘆 𝗼𝗳 𝘁𝗵𝗶𝗿𝗱-𝗰𝗼𝘂𝗻𝘁𝗿𝘆 𝗺𝗶𝗴𝗿𝗮𝗻𝘁 𝘄𝗼𝗿𝗸𝗲𝗿𝘀 to address shortages and ensure equal treatment. These measures are vital if we are to unlock the sector’s full potential to meet Europe’s growing care needs and provide millions of high-quality jobs. While the Action Plan is a strong starting point, more must be done. Let’s work together to build a future where the PHS sector thrives, providing high-quality jobs, addressing demographic needs, and supporting millions of EU workers.     🌍 Today is European Carers Day – a day to highlight the incredible contribution of informal carers across Europe. 💙 Each year on October 6th, we recognize the vital role that informal carers play in long-term care, childcare, and beyond. These individuals dedicate themselves to supporting their close ones, often balancing this demanding responsibility alongside their professional and personal lives.   This day isn't just about celebrating their contributions; it's a call to action. Collaboration between carers, care recipients, care professionals, and communities is essential to build a system that provides the recognition, resources, and respect that carers and their families truly deserve.   By shining a spotlight on the challenges informal carers face, we can foster a more supportive environment—one that empowers carers not only in their role but also as employers of personal and household services (PHS) professionals when they share caregiving duties. These essential workers, often immigrants, are at the heart of a rapidly growing sector that fills the gaps left by insufficient public services. As Andrea Zini, president of Assindatcolf, rightly points out, "In the absence of sufficient fiscal incentives, informal work becomes the only option for many families." This situation underscores the urgent need for 𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧 𝐜𝐨𝐮𝐧𝐭𝐫𝐢𝐞𝐬 𝐭𝐨 𝐢𝐧𝐯𝐞𝐬𝐭 𝐢𝐧 𝐝𝐨𝐦𝐞𝐬𝐭𝐢𝐜 & 𝐡𝐨𝐦𝐞 𝐜𝐚𝐫𝐞 𝐣𝐨𝐛𝐬 and create a legal and fiscal framework that recognizes the pivotal role of families and individuals as employers.     🔍 New insights from the European Institute for Gender Equality (EIGE) reveal a critical link between care services and gender equality in the workplace. Evidence shows that the availability of subsidised care services has the most significant impact on reducing gender gaps in employment. EIGE’s modelling estimates that using these services increases the probability of greater gender equality by about 13%. A more balanced uptake of family-related leave depends on accessible, affordable, and high-quality care services. These are essential for enabling parents and caregivers to participate in the workforce. 📊 Key Stats: 🔹 34% of women and 30% of men with children under 12 struggle to balance paid work with childcare responsibilities at least four days a week. 🔹 In 2023, 26% of women aged 25–54 who were willing to work were inactive due to care responsibilities, compared to just 4% of men. 🔹 The gender gap in individualised income for those inactive due to care is a staggering 48%, highlighting the financial vulnerability of carers, most of whom are women. One significant reason for this inactivity or reduced working time is the lack of available, accessible, and quality formal care services. Nearly half of part-time workers in the EU would move to full-time jobs if these services and more flexible working arrangements were available. 🛠 Public policies must ensure sufficient, affordable, and high-quality care services to enable women to return to full-time work when they choose. The coordination between parental leave and early childhood education and care (ECEC) services is crucial to increasing women’s participation in the labour market. The domestic and home care sector plays a crucial role in achieving gender equality. Complementary childcare that is accessible for parents is essential. That must include childminders or individual childcare at home within the ECEC services. It would provide parents with alternative solutions to choose which care paths suits them best. This approach would help fill the gaps between the end of well-paid leave and the start of subsidised, high-quality formal ECEC, enabling more parents, especially women, to stay active in the workforce. #GenderEquality #WorkLifeBalance #HomeCare #PHServices
