𝐀 𝐝𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐢𝐧 𝐭𝐡𝐞 𝐦𝐚𝐤𝐢𝐧𝐠🚩 EuRIC - The European Recycling Industries and the Bureau of International Recycling stand united in opposing the European Commission’s consideration of reciprocating export restrictions and potential "export fees or duties" on recycled metals, as reflected in the EU Steel and Metals Action Plan. While we welcome the plan's focus on circularity, any additional trade barriers could cripple the recycling industry, undermine EU circular economy goals, and distort global markets. Here’s why: 1️⃣ Price pressures for recyclers in the EU, threatening the viability of collection and processing operations. 2️⃣ Reduced collection rates for end-of-life products containing metals, due to insufficient demand for recycled metals. 3️⃣ Distortion of global recycling markets and supply chains, leading to lower circular material use rates worldwide. 🔑 The solution? Focus on creating strong domestic demand for recycled materials, not more barriers. We need open, fair, and efficient global markets to achieve both environmental and economic success. The EU’s Steel and Metals Action Plan completely misses the mark by pushing export restrictions instead of tackling the real problem: sky-high energy prices and the utter lack of demand for recycled metals in Europe. The narrative of a scrap shortage is misleading – 80% of recycled steel stays within the EU, and the 20% that's exported is simply 𝐬𝐮𝐫𝐩𝐥𝐮𝐬, 𝐧𝐨𝐭 𝐥𝐞𝐚𝐤𝐚𝐠𝐞. Additional export restrictions without first boosting domestic demand for recycled metals will not save the steel crisis - but they will break recycling. The introduction of an EU-wide mandatory EPR scheme for textiles - agreed by EU co-legislators on 19 February as part of the Waste Framework Directive (#WFD) revision - is a major step forward. 𝐁𝐮𝐭 𝐰𝐡𝐚𝐭 𝐡𝐚𝐩𝐩𝐞𝐧𝐬 𝐮𝐧𝐭𝐢𝐥 𝐭𝐡𝐞𝐧? The sector is struggling with declining quality, overwhelmed infrastructure, and rising costs. As the new textile collection obligations began in 2025, action is urgently needed to support the sector until EPR schemes are operational. Without it, the textile recycling ecosystem risks collapse before EPR can take effect. 𝐖𝐡𝐚𝐭 𝐰𝐞 𝐩𝐫𝐨𝐩𝐨𝐬𝐞👇 💡Financial support to sustain collection and recycling operations. 💡Lower VAT for reuse, repair, and recycling. 💡Boost sorting capacity in the EU and globally. 💡Remove R&D barriers for textile recycling tech. 💡Optimise collection with public awareness. 💡Fair waste management costs for operators. 💡Suspend municipal fees on textile collection. 💡Facilitate cross-border textile waste transfers within the EU. 💡Protect European second-hand markets from unfair competition. 💡End ultra-fast fashion imports by removing the €150 duty exemption.
