You can now watch and re-watch it below 🎞 My highlights : ⚖️ the ambition of the provisional agreement is lower than the Commission proposal and the Parliament position, but both find it a balanced compromise allowing a good implementation by Member States with a feasible pathway 🎯 key objectives are met said Tomás Baynes and Stefan Moser: 1️⃣ reducing emissions and reliance on imported fossil energy 2️⃣ social benefits: reduction on energy bills, increase of comfort, and with social safeguards for the most vulnerable 3️⃣ boosting green jobs and smart technologies 4️⃣ predictability: for investment and for building owners ⛳️ Indeed, the directive provides clear trajectories for - new buildings to become zero-emission - renovation, with differentiated approaches for residential and non-residential, focusing on worst performing buildings first and with enough flexibility for Member States - solar energy (PV and/or thermal) deployment on roofs - the phase out of fossil fuels: Member States must integrate into their National Building Renovation Plan a strategy with a view to phase out fossil boilers by 2040 - the introduction of whole life carbon requirements 🛠 the EPBD is also an important enabling framework, with - tools to inform, facilitate and plan: EPCs, RP, NBRPs, DBL, OSS are acronyms we will continue to discuss - financing instruments - social safeguards As a conclusion: we could not address all questions and the new EPBD is only the first step. Tomás is parliamentary assistant to MEP Ciarán Cuffe, the rapporteur for the European Parliament. Stefan is head of unit at DG Energy for the European Commission. The EPBD revision has occupied most of their days (and nights) the last 2 years! Aiming to achieve a fully decarbonised building stock by 2050, the Energy Performance of Buildings Directive #EPBD contributes directly to the EU’s energy and climate goals. The Commission proposed a revision in December 2021 to reflect higher ambition and a pressing need for climate and social action. Two years later, in December 2023, the co-legislators reached a provisional agreement on the revision. The text still has to be formally approved by the Parliament and the Council before to enter into force. The deadline for transposition in national laws will be around mid 2026 (2 years after entry into force). Join us on Tuesday and prepare your questions!
