About us
SCAPR is a not-for-profit organisation based in Brussels, Belgium. Operating as an international platform for the development of the practical cooperation between performers’ collective management organisations (CMOs), we strive to improve the exchange of data and performers’ rights payments across borders. We represent 61 CMOs from 45 countries. Our primary aim is to improve the efficiency of management of rights and the conclusion of bilateral agreements. SCAPR develops strategies, formats and administrative systems in relation to collecting and distributing payments to performers’. We also develop and manage databases and other technical systems housing information on performers and their performances for a more efficient international distribution of the collected payments. SCAPR provides also assistance for the exchange of information between CMOs via administrative procedures, legal proceedings/arbitrations, collecting procedures, publication of tariffs and distribution schemes. 🎬 📢 Last Tuesday, #CMOs representing #actors met in the SCAPR/AEPO-ARTIS Actors' Summit in London, kindly hosted by BRITISH EQUITY COLLECTING SOCIETY LIMITED. This forum is dedicated to sharing issues and best practices in relation to the specific activities of actors' CMOs. This edition had a practical focus on various themes such as collections and AI, with perspectives on local situations provided both by members and external participants. Notable highlights were the participations of Rebecca Bouvier from AUVIBEL cv/sc, who gave an insightful presentation on Belgian and international landscapes regarding Private Copy, and Duncan Crabtree-Ireland from SAG-AFTRA, who shared precious insights regarding the SAG-AFTRA new deal, particularly about actors' protection from the rapid rise of generative AI. All this with one goal in mind: a better understanding of critical issues for this sector and a fruitful exchange of practices and know-hows between CMOs, to the benefit of their #members. 🎬 💻 Successful SCAPR Audiovisual Forum Workshop on the Adoption of the VRDB Solution, in Lisboa From 15th to 17th October 2024, SCAPR hosted a hybrid workshop to drive the effective adoption of the VRDB solution among Audiovisual Collective Management Organisations. Kindly hosted by GDA in Lisbon, and chaired by Aleksandar Cvetkovic (Chairman of the SCAPR Databases Committee), Francisco Gimenez and Diederik Mos (Convenor and Vice-Convenor of the SCAPR AV Forum), the event brought together 13 societies, both in-person and remotely, including Adami, AISGE. 🎉 We are excited to announce that MUSICARTES, our Guatemalan member, has officially joined the #IPD community! Last week, Pedro Meléndez, President of MusicArtes, signed the IPD User Agreement alongside Jose Luis Sevillano Romero (Chairman of the SCAPR Board) and Remy Desrosiers (SCAPR Managing Director). MusicArtes, a new SCAPR member since our General Assembly in May, will soon onboard into the database, which currently holds over 1.1 million IPNs, each uniquely identifying a performer. 🎁 That’s a Wrap on the Dublin Working Groups Session! Over the past four days, SCAPR held 12 meetings with more than 90 participants from 38 different CMOs. As always, it was a highly productive and enriching event. As is customary, the session concluded with a full-day Board Meeting. Among many other important topics, the board discussed critical issues such as the long-term roadmap for our databases, and the future growth of the SCAPR membership. We would like to express our sincere gratitude to all the attendees for their unwavering dedication, without which SCAPR could not achieve its major goals. A special thanks to Recorded Artists Actors Performers (RAAP) for flawlessly hosting this session. It is now time to unpack and build on the important work achieved throughout the last 4 days.

🌏 Last day of our Working Groups session in Dublin with a special VRDB workshop. 🌏 💻 VRDB is the SCAPR database where our members can match their repertoire with the recordings actually played in other members' countries, allowing to accurately identify the #CMOs, and down the line the #performers, to be paid for these uses. 🎶 Today, the focus is set on classical music and the rules and practices related to this specific repertoire. The workshop staged good discussions and exchanges on the way for our members to enhance their use of VRDB and maximize the revenues flows between them. thanks a lot to the VRDB support group and especially to Julio-Cesar Alvarez, John Roscoe-Jennings and Jackie Gazzi Holst .

🌍 The Working Groups session continues in Dublin! 🌍 Today’s agenda includes the Business Operations Working Group (BWG), the Databases Committee (DC), and the Cooperation & Development Working Group (CDWG). The BWG continues its dedicated efforts to enhance the exchange of data and remuneration among SCAPR members through best practices, ongoing tool development, and the sharing of expertise. The DC oversees all activities related to SCAPR’s information systems, including IPD, VRDB, and the new technical solutions developed for non-members, such as the IPN Search and IPN Creation Apps. The CDWG will discuss tailored support operations for specific CMOs, with the overarching goal of improving operational efficiency for CMOs worldwide. 🌍 Day 2 of the SCAPR Working Groups session in Dublin! 🌍 Today, the Legal Working Group (LWG) and the Technical Working Group (TWG) are convening with full agendas. The LWG will continue to delve into pressing issues impacting CMOs' daily operations, such as artificial intelligence, data protection, and annual supplementary remuneration. Meanwhile, the TWG will focus on the future development of our databases, #IPD and #VRDB, in order to enhance user experience, data quality and security. Although these groups naturally address different issues, they share a common goal: providing valuable support and insight to CMOs as they navigate the rapidly evolving landscape of #performersrights. Thanks to the convenors (Camilla Waite and Milan ter Weijden for the LWG - Sander Teekens and Konstantin Vogel for the TWG) and to the members of the working groups for their invaluable contribution.
