The board is being established under the Province's Energy Reform (2024) Act passed earlier this year and will assume the non-energy related mandates of the Nova Scotia Utility and Review Board, including the regulation of water utilities throughout the province. CAMPUT a le plaisir d’annoncer que David Morton, ancien président de la British Columbia Utilities Commission (BCUC), est le lauréat du prix CAMPUT 2024 pour l’innovation et le leadership. Ce prix CAMPUT récompense les contributions importantes et innovantes de ses membres à l’amélioration de la réglementation de l’énergie et des services publics au Canada. Le programme de prix contribue à la vision de CAMPUT en matière d’excellence réglementaire en partageant et en apprenant des réussites des uns et des autres. Les réalisations de David Morton au cours de son mandat de président et directeur général de la BCUC ont été nombreuses et remarquables. Sous sa direction, la BCUC a transformé son approche en lien avec les enquêtes publiques, ce qui a contribué à recueillir des commentaires plus larges sur diverses questions réglementaires. Il a reconnu l’importance d’une large participation du public pour une prise de décision éclairée et a plaidé en faveur de processus équitables, transparents et inclusifs. Il s’est investi dans l’amélioration de l’accès à l’information et à la communication, notamment dans le développement de documents accessibles et dans l’amélioration des compétences rédactionnelles du personnel et des commissaires de la BCUC. Le leadership de David pendant la pandémie de COVID-19 a été caractérisé par un engagement à maintenir les opérations et à garantir que la BCUC continue de servir le public efficacement, malgré les défis posés par la crise mondiale. Au-delà de son rôle à la BCUC, David a été président de CAMPUT et a été reconnu à l'échelle internationale pour ses capacités de leadership, en s’impliquant au sein de NARUC, de la NERC et en étant élu président de l'ICER. Ces réalisations reflètent la vision exemplaire de David, son leadership et son engagement envers l'innovation, l'engagement du public et les pratiques réglementaires efficaces. CAMPUT is pleased to announce that David Morton, past Chair of the British Columbia Utilities Commission (BCUC), is the winner of the 2024 CAMPUT Award for Innovation and Leadership. This CAMPUT Award recognizes significant and innovative contributions of its members to improving energy and public utility regulation in Canada. The award program contributes to CAMPUT’s vision of regulatory excellence by sharing and learning from each other’s successes. David Morton’s achievements during his tenure as Chair & CEO at the BCUC were numerous and noteworthy. Under his leadership, the BCUC transformed its approach to public inquiries which were instrumental in gathering broader input on various regulatory issues. He recognized the importance of broad public input for informed decision-making and advocated for fair, transparent, and inclusive processes. He invested in improving access to information and communication, including the development of user-friendly materials and enhancing the writing skills of BCUC staff and Commissioners. David's leadership during the COVID 19 pandemic was characterized by a commitment to maintaining operations and ensuring that BCUC continued to serve the public effectively, despite the challenges presented by the global crisis. Beyond his role at BCUC, David served as Chair of CAMPUT, and was recognized internationally for his leadership capabilities, serving with NARUC, NERC, and being elected Chair of ICER. These achievements reflect David’s exemplary vision, leadership and commitment to innovation, public engagement, and effective regulatory practices. Congratulations to David Morton.
