CAMPUT is pleased to announce that David Morton, past Chair of the British Columbia Utilities Commission (BCUC), is the winner of the 2024 CAMPUT Award for Innovation and Leadership.
This CAMPUT Award recognizes significant and innovative contributions of its members to improving energy and public utility regulation in Canada. The award program contributes to CAMPUT’s vision of regulatory excellence by sharing and learning from each other’s successes.
David Morton’s achievements during his tenure as Chair & CEO at the BCUC were numerous and noteworthy. Under his leadership, the BCUC transformed its approach to public inquiries which were instrumental in gathering broader input on various regulatory issues. He recognized the importance of broad public input for informed decision-making and advocated for fair, transparent, and inclusive processes. He invested in improving access to information and communication, including the development of user-friendly materials and enhancing the writing skills of BCUC staff and Commissioners. David's leadership during the COVID 19 pandemic was characterized by a commitment to maintaining operations and ensuring that BCUC continued to serve the public effectively, despite the challenges presented by the global crisis.
Beyond his role at BCUC, David served as Chair of CAMPUT, and was recognized internationally for his leadership capabilities, serving with NARUC, NERC, and being elected Chair of ICER.
These achievements reflect David’s exemplary vision, leadership and commitment to innovation, public engagement, and effective regulatory practices.
