This Index is somewhat similar to a person's credit rating, but instead of measuring how well a person can pay his bills, it measures a person's soft skills. The United Nations World Tourism Organization (UNWTO) has predicted that international tourist arrivals are forecast to reach 1.8 billion by the year 2030. Kenya has set a target to attract 30.4 million tourists by 2030 as part of its National Tourism Blueprint 2030. To help attract high-quality tourists, we in Kenya are planning on a way to measure how conscientious, empathetic, and interculturally aware a tourist is. And we are adopting IITTI World Civility Index based in Canada as the universal standard in such measurement. The concept is for tourists to be pre-educated before their trips and earning "points" as proof. We are in coordination with our local destination authority, the Baringo County, to specify using the World Civility Index as a recommended option for tourists. Better tourists attract other good tourists. It also allows tour operators to design high-end tour packages. It bodes well for the country and business brands. For destination authorities and tour operators, there is no costs to adopt the World Civility Index. Only tourists pay for this education service.
