To find success, policy advocates need to monitor, evaluate, and adapt as they go. This guide is intended to help with that dimension of the work. It summarizes the state of the art of evaluation tools a policy advocate may want to draw on in designing their own evaluation strategy. Our field has a lot of conversations about systems change, but if you're like me, you've had the intuition that sometimes people in those conversations aren't talking about quite the same thing.
