#INC5 Final Update: No Deal. “We have not yet reached the summit of our efforts,” announced the INC Chair at the outset of the final plenary of the UN Global #PlasticsTreaty negotiations in Busan. Talks will have to continue at a newly adopted INC 5.2 conference. After two years, five rounds and thousands of hours of negotiations, countries couldn’t even agree on one word of text, not even a definition of plastic pollution. This was not for lack of effort. A handful of small oil-producing states have bent the spirit of consensus to grind the negotiations to a halt. This is clearly an ongoing failure of multilateralism and it is painful to see the world suffer for it. I guess it’s good news that the high-ambition countries didn’t capitulate to the “spoilers” for the sake of finishing the treaty. This is too important an issue to compromise on. Rwanda, Mexico and Panama (among others) led the way with impassioned speeches that led to standing ovations from the majority of attendees, but it’s hard to see what will change between now and INC 5.2. The fact that observer organizations were locked out of proceedings for the final three days and that the Chair’s latest text could be characterized as watered-down at best, leaves me even more pessimistic about INC’s chances for success. At some point, we as a society cannot keep allowing the greed of a few to trample the will and well-being of the rest of the world. Consensus only works if people are willing to work together to find pathways forward. It might be time to rethink that ideal if we want to protect our planet and future generations.

#INC5 Day 6 Update: On course for failure. 😰 It’s Saturday morning here in Busan, and by nightfall civil society will have been effectively shut out of the UN Global #PlasticsTreaty negotiations for 48 hours while member counties deliberate behind closed doors. So far, their output has been disappointing at best. The current version of the text (https://lnkd.in/ephRWRhd) has many options that rely on voluntary country-decided measures to determine laws and caps on hazardous chemicals, single use plastics and virgin plastic production. Thus far, there is nothing of substance in terms of #plasticpollution, just transition or financing. A treaty without mandatory regulations is effectively worthless. This is not a controversial topic. Everyone who is not associated with the fossil fuel industry in every country of the world agrees that we need to urgently address the plastic crisis. If we are unable to pass a legally-binding plastics treaty, this would be an absolute failure on all fronts. The member countries have until early Monday morning to finalize the treaty. Let’s hope that they change course and stand up for their constituents and future generations. It’s not over yet, but it’s not looking good. Here’s hoping….
