CARM going live on October 21, 2024 Effective October 21, 2024, the CBSA Assessment and Revenue Management (CARM) system will become the official system for importers and other trade chain partners (TCPs) to account for their goods and pay applicable duties and taxes owed to the Canada Border Services Agency (CBSA). There will be a cutover period from October 4th, 2024 (16:00 HRS) to October 21st, 2024 (03:00 HRS), to allow CBSA to migrate current systems and functionality to the CARM system. Some existing CBSA legacy systems such as the Customs Commercial System (CCS) and the Customs Automated Data Exchange (CADEX), will be retired, at the initiation of the cutover period. During the cutover period, release processing will not be impacted with the exception of a maintenance window, that will extend from the evening of October 5th, 2024 to the morning of October 6th, 2024. Details on this maintenance outage will be communicated through the CBSA’s planned outage bulletin. The union representing Montreal dockworkers has ended a three-day strike at two terminals as scheduled, but the potential remains for more job action and jammed supply chains in the coming weeks. The Maritime Employers Association confirmed that the work stoppage came to an end at 7 a.m. on Thursday at the Viau and Maisonneuve terminals, which handle more than 40 per cent of container traffic at the country's second-largest port. The two sides have not met all week, with the union claiming that management refused a sit-down convened by federal mediators on Thursday. "What is this employer up to? Agreement reached to end US port strike – but supply chains will take weeks to recover. From the American Journal of Transportation. A backlog of more than 40 ships waiting to offload billions of dollars of cargo means the pain is not yet over. The International Longshoremen’s Association and the United States Maritime Alliance reached a tentative agreement on wages while also extending the Master Contract until 15 January 2025 to allow further negotiations, in particular around automation at ports. The strike lasted three days and at 5am Friday October 4, 44 ships were queuing to enter affected ports and more than 120 en route. Closing all ports on the US East Coast and Gulf Coast – even for just three days – comes with severe consequences. From September 26 to December 18, 2024, the Canadian Food Inspection Agency will be adding temporary conditions to Safe Food for Canadians licences for the importation of romaine lettuce from the United States, including salad mixes containing this lettuce. UPDATE FROM PORT OF MONTREAL: LABOUR RELATIONS BETWEEN MEA AND THE LONGSHORE WORKERS UNION October 3, 2024 STATUS OF THE SITUATION : BACK TO BUSINESS The partial strike affecting the Viau and Maisonneuve terminals was lifted on October 3rd at 7 a.m., in accordance with the strike notice filed by the Longshoremen's Union CUPE, Local 375 last Friday, September 27. As a result, all Port of Montreal terminals are now open, and cargo can be picked up or dropped off as usual. Please note, however, that an accumulation of containers on the ground or awaiting handling is the result of the three-day work stoppage. Clients waiting to import or export goods can expect delays in the coming weeks. Rest assured that our teams are working hard to restore the situation as quickly as possible. The tentative agreement is for a wage hike of around 62% over six years, two sources familiar with the matter told Reuters, including a worker on the picket line who heard the announcement.
