  • Customs Notice 24-27: CARM October Implementation – Transition Measures Ottawa, August 23, 2024 Effective October 21, 2024 the CBSA Assessment and Revenue Management (CARM) system will become the official system that importers and other trade chain partners will use to account for imported goods and pay for duties, including taxes, (hereafter referred to as “duties”) owing on the goods. Additionally, the CARM Client Portal (CCP) also becomes the Agency’s centralized system for trade chain partners to register their CBSA account and enroll in the various CBSA programs (e.g., Importer; Release Prior to Payment; etc.) The CBSA has developed transition measures to ensure continued border fluidity and timely submission of accounting and payment of duties after CARM implementation on October 21, 2024. UPDATE: Aug. 23, 2024: Canadian National Railway ended its lockout at 6 p.m. ET Thursday, with workers returning to their posts today, according to a statement from the Teamsters Canada Rail Conference Friday morning.  Canadian Pacific Kansas City’s work stoppage continues, however, pending an order from the Canada Industrial Relations Board. “Despite the Labour Minister’s referral, there is no clear indication that the CIRB will actually order an end to the labour dispute at CPKC,” the union said in its Friday morning statement.   • Rail shutdown: Ottawa imposing binding arbitration on parties The federal government will intervene to try and bring an end to the labour dispute that brought Canada’s rail network to a grinding halt Thursday, Labour Minister Steve MacKinnon said. Speaking in Ottawa less than 24 hours after thousands of unionized workers at the country’s two main railway companies were locked out, McKinnon said he will use his powers under the Canada Labour Code to “secure industrial peace” and impose final, binding arbitration.   • Update on the Report of Vancouver: About the labour action and lockout impacting rail services and related port operations in the region We are writing to inform you about the labour action and lockout that could impact cargo movements through the Port of Vancouver in the coming days and the actions the Vancouver Fraser Port Authority is taking to help manage ship traffic ahead of—and during—the disruptions. The Teamsters Canada Rail Conference served a 72-hour strike notice to Canadian Pacific Kansas City (CPKC) on Sunday. If an agreement is not reached in the next three days, labour action from railway workers will begin on August 22, 2024. CPKC and the Canadian National Railway (CN) also intend to lock workers out on this date unless an agreement is reached. With approximately two-thirds of all cargo moving through the Port of Vancouver reaching or leaving terminals by rail, the labour conflict is likely to increase the demand for—and ship traffic at—anchorages at the Port of Vancouver and around the Southern Gulf Islands. We expect disruptions to the movements of containers, grain, potash, and coal transported to and from port terminals by rail. We are currently asking ships en route to Vancouver to adjust their arrival times in port by slowing down, to prevent further congestion. #Vancouver #port #CN #CPKC #strike https://lnkd.in/eaJgEK_t

  • Over the last nine months, CN has attempted to negotiate with the TCRC in good faith. The Company has proposed serious offers, never compromising safety, with better pay, improved rest, and more predictable schedules. With a work stoppage looming, we made one last offer to the TCRC on Wednesday, August 21 in a final attempt to reach an agreement. The union has not responded. CN has now locked out employees represented by the TCRC as of August 22, 00:01 ET. Until CN and the TCRC come to an agreement, or binding arbitration is imposed, all train movements within Canada and between Canada and the United States have ceased. This decision to halt operations in a planned and phased approach was made to ensure the safety of the network and the communities in which we operate. It is not a decision that was taken lightly. It does however enable us to ensure a safe and orderly shutdown and optimize the eventual resumption of services once the labour disruption has ended. What this means for you Embargo information has been shared over the past week and the latest on embargoes can be found on www.cn.ca/TCRCinfo. We understand the impacts of this stoppage on our customers and the Canadian economy, particularly ahead of peak fall volumes. We will continue to strive for an agreement with the Union and implore them to work with us to find a swift resolution and end the stoppage.   • Port of Vancouver Operations Update #1 – Rail disruptions August 19, 2024 To Port of Vancouver’s valued customers and stakeholders: We expect disruption to the Port of Vancouver’s rail service starting 12:01 a.m. PST on Thursday, August 22—with CN Rail and Canadian Pacific Kansas City (CPKC) issuing 72-hour lockout notices, and the Teamsters Canada Rail Conference union issuing 72-hour strike notice to CPKC. The Vancouver Fraser Port Authority is aware of the impact that a rail labour disruption could have on the supply chain and anchorage availability. To address this issue, we have taken proactive measures to manage vessel arrivals and adjust anchorage assignment protocols. Our goal is to maintain port fluidity, ensure the safe movement of vessels and manage anchorage capacity for terminals partially affected or unaffected by strike/lockout activity. To keep operations as fluid as possible, the port authority has: requested that ship operators calling the Port of Vancouver take the necessary actions—such as slow steaming—to practice near-time arrival whenever possible; and temporarily changed how we assign anchorages to prioritize vessels calling on non-impacted or partially impacted terminals.
