The Central Asia Regional Economic Cooperation (CAREC) Institute is an intergovernmental organization dedicated to promoting economic cooperation in Central Asia and along the Silk Road through knowledge generation and sharing. The Institute is headquartered in Urumqi, Xinjiang Uygur Autonomous Region, the People’s Republic of China (PRC). The CAREC Institute is jointly shared, owned, and governed by eleven member countries: Afghanistan, Azerbaijan, the PRC, Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. It is a knowledge support arm of the CAREC Program which is a proactive facilitator of practical, results-based regional projects, and policy initiatives critical to sustainable economic growth and shared prosperity in the region, guided by the overarching vision of “Good Neighbors, Good Partners, and Good Prospects.”

    Mr. Kabir Jurazoda, Director of the #CARECInstitute, recently visited the OSCE Academy in Bishkek to discuss expanding bilateral cooperation. He met with Deputy Director Indira Satarkulova, Head of Research and Training Bedelbay Mamadiev, and Victoria Orazova, Head of the International Office, to explore strategic areas for collaboration and joint research. During the meeting, Mr. Jurazoda shared an overview of CAREC Institute’s initiatives, including research on transport corridors, water, digitalization, artificial intelligence in education, and the digital economy. These focus areas underscore the shared commitment to sustainable development and technological advancement in the region. Both parties agreed to develop a comprehensive Action Plan to facilitate the implementation of their Memorandum of Understanding, aligning their respective 2025 work plans to support joint efforts. The discussion also covered key initiatives such as the Annual CAREC Institute Research Conference, a collaborative platform bringing together researchers and policymakers to address regional challenges. Joint capacity-building events were proposed to enhance skills among government officials, while a regular exchange of publications and research findings was emphasized to foster a steady flow of insights. Both online and physical formats for events were considered to optimize engagement, utilizing OSCE Academy’s facilities. Expressing a strong interest in joint research activities and training sessions, the OSCE Academy welcomed discussions on potential joint research grants, which would support projects of mutual interest and contribute to deeper, collaborative investigations. This meeting signifies an important step toward strengthening the partnership between the CAREC Institute and the OSCE Academy. Both institutions aim to amplify the impact of their joint initiatives, promoting sustainable development for the Kyrgyz Republic and the broader region.

    During a recent visit to the Kyrgyz Republic, Mr. Kabir Jurazoda, Director of the #CARECInstitute, engaged in a strategic discussion with key representatives of the National Institute for Strategic Initiatives (NISI) under the President of the Kyrgyz Republic, including Mr. Sanjar Mukanbetov, Director of NISI, and Mr. Sultan Akhmatov, Head of International Relations at NISI. This meeting served as a constructive platform to explore avenues for strengthening bilateral cooperation. The discussions focused on identifying areas for joint initiatives, with Mr. Jurazoda emphasizing the CAREC Institute’s ongoing research, capacity-building efforts, and dedication to addressing critical regional challenges. NISI expressed a strong interest in collaboration, noting the legacy of one of its predecessor institutions as a former member of the CAREC Think Tank Network. A key outcome of this engagement was NISI’s proposal to formalize the partnership through a Memorandum of Understanding, which would provide a structured framework for future joint activities. Both institutions agreed to draft a comprehensive Action Plan detailing specific objectives and collaborative projects, to be further refined and aligned through an expert-level virtual meeting. Further, Mr. Mukanbetov proposed extending discussions with the CAREC Institute through internal brainstorming sessions and videoconferences to foster concrete collaborations and advance shared goals. This meeting marks a pivotal step toward deepening institutional ties and leveraging shared expertise to promote impactful initiatives that support sustainable development within the Kyrgyz Republic and the broader region.

    The #CARECInstitute (CI) Director, Mr. Kabir Jurazoda, met with Mr. Sanzhar Bolotov, Deputy Minister of Economy and Commerce and National Focal Point for the Kyrgyz Republic, in Bishkek to reinforce collaborative efforts as the Kyrgyz Republic prepares to chair the CAREC Program in 2025. In this productive session, Mr. Jurazoda highlighted CI’s priorities for the upcoming Governing Council meeting and the 2025 work plan, with a focus on research projects like the CAREC Corridor Performance Measurement and Monitoring (CPMM), containerization, and digital transport corridors. He also outlined capacity-building workshops on CAREC corridor best practices, AI in education, and e-commerce via livestreaming while updating the progress of CI’s Water, Sanitation, and Hygiene (WASH) initiatives. Mr. Bolotov welcomed the opportunity to involve Kyrgyz Republic institutions in these efforts, particularly through enhanced academic collaborations.

    At the invitation of the Ministry of Economy and Commerce of the Kyrgyz Republic, Mr. Kabir Jurazoda, Director of the #CARECInstitute, participated in the Regional Forum “Green Economy – 2024: “Green path for the development of Central Asia 2024″, and the Scientific and Practical Conference titled “Fundamentals of the Economic Miracle – 2030: Jump of the Kyrgyz Leopard” held in Bishkek on October 23-24, 2024. This event celebrated the 100th anniversary of the Kyrgyz Republic’s Ministry of Economy and Commerce and aimed to enhance regional cooperation in key areas of the green economy, including green energy, sustainable tourism, green construction, and waste management, while fostering collaborative regional initiatives. The Forum provided a vital platform for sharing successful green technology solutions and promoting regional cooperation toward a sustainable future. With over 500 participants, the Forum brought together international green economy experts, development partners, government representatives, and business leaders. The opening and congratulatory speeches were delivered by Mr. Akylbek Japarov, the Chairman of the Cabinet of Ministers – Head of the Presidential Administration of the Kyrgyz Republic, and Mr. Edil Baisalov, Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, along with the leadership of the Ministry of Economy and Commerce, the Ministry of Energy, various business associations and international organizations. During the forum’s Scientific and Practical Conference titled “Fundamentals of the Economic Miracle-2030: Jump of the Kyrgyz Leopard”, Mr. Kabir Jurazoda delivered a presentation on “Trade and Transport Corridors in the CAREC Region.” He emphasized the importance of CAREC corridors in boosting regional trade and connectivity, highlighting key achievements such as the 2022 roadmap to enhance the Middle (Transcaspian) Corridor and the establishment of the “China-Kyrgyzstan-Uzbekistan Railway” office in Bishkek in 2024. Mr. Jurazoda addressed the challenges in corridor development, calling for improved procedural efficiency, greener transportation, and better integration of local economies. He emphasized the importance of governance, digitalization, and coordination, noting that sustainable practices and regional collaboration are essential for long-term economic growth.
