The Central Asia Regional Economic Cooperation (CAREC) Institute is an intergovernmental organization dedicated to promoting economic cooperation in Central Asia and along the Silk Road through knowledge generation and sharing. The Institute is headquartered in Urumqi, Xinjiang Uygur Autonomous Region, the People’s Republic of China (PRC). The CAREC Institute is jointly shared, owned, and governed by eleven member countries: Afghanistan, Azerbaijan, the PRC, Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. It is a knowledge support arm of the CAREC Program which is a proactive facilitator of practical, results-based regional projects, and policy initiatives critical to sustainable economic growth and shared prosperity in the region, guided by the overarching vision of “Good Neighbors, Good Partners, and Good Prospects.”

This pivotal project aims to foster sustainable investment practices, addressing climate change challenges and promoting economic resilience. This year, the ADR will emphasize strategies to bridge green investment gaps in critical sectors, enhancing climate finance structures and integrating innovative financial technologies. Consultants will be tasked with a thorough analysis of green financing tools, evaluation of public-private partnerships (PPP), and assessment of the roles of multilateral development banks (MDBs). The report aims to provide strategic insights and frameworks to escalate sustainable investments across the region.     The #CARECInstitute’s inaugural online Research Talk Series commenced on October 15, 2024, with a focus on the implications of water scarcity for hydrogen production in Central Asia. This initiative aligns with the Institute’s strategic commitment to advancing downstream research activities, including policy dialogues and the CAREC Chai initiative at the conclusion of studies. However, it also underscores the importance of fostering upstream discussions, where research ideas are refined before moving to the implementation phase. Traditionally, the Institute has sought to strengthen both internal collaboration and external engagement during the early stages of research development, such as the drafting of concept notes and proposals. “The Research Talk Series provides an invaluable platform for researchers to exchange ideas and receive diverse perspectives from their peers. This intellectual exchange is crucial for refining and shaping research proposals before advancing to the next stage,” said Dr. Ghulam Samad, Chief of the Research Division at the CAREC Institute.

Dr. Samad played a pivotal role as the event’s moderator, leading key discussions aimed at enhancing regional collaboration and driving investments within the startup ecosystem. The event, held in Islamabad, Pakistan, attracted a distinguished group of venture capitalists, innovation leaders, and startup incubators from Azerbaijan, Georgia, Kazakhstan, Pakistan, the People’s Republic of China (PRC), and Uzbekistan. During the event, Dr. Samad facilitated a critical panel session on Regional Investment Synergies, where top venture capitalists examined strategies for unlocking cross-border collaboration and stimulating economic growth in the region. “Events like this are essential for fostering a thriving startup environment,” Dr. Samad stated. “By promoting cross-border cooperation, we unlock new investment opportunities and lay the foundation for sustainable economic development across the CAREC region.” This participation highlights the CAREC Institute’s commitment to advancing regional cooperation and promoting deeper engagement among stakeholders in the region. It also underscores Pakistan’s emerging role as a hub for startups and innovation in the CAREC region, positioning it as a key player in the broader economic landscape.

    Dr. Kuat Akizhanov, Deputy Director Two at the #CARECInstitute and Special Advisor to the China Council for International Cooperation on Environment and Development (CCICED), participated in the CCICED 2024 Annual General Meeting (AGM) held in Beijing from October 10-12. This year’s AGM, themed “Open, Inclusive, and Innovative Cooperation to Build a Clean and Beautiful World,” featured a series of key sessions including the Opening Plenary, Open Forums, Policy Research Dialogue, and Closing Plenary. The event attracted around 400 attendees, comprising CCICED members, both Chinese and international experts, and various global partners. During the Opening Session, Dr. Akizhanov delivered remarks that underscored the urgency of adopting innovative and non-traditional strategies to combat climate change and promote a green economy. He championed equitable redistribution mechanisms, particularly vital for CAREC economies dependent on natural resources, to ensure alignment with sustainable development goals. On the following day, he participated in forums centered on carbon reduction and green transformation, presenting the critical role of technology in improving air quality standards and facilitating the shift to renewable energy in the CAREC region. Dr. Akizhanov’s active participation at the AGM highlights the CAREC Institute’s pivotal role in shaping international environmental policy. His contributions to the CCICED’s Policy Recommendations for 2024 are poised to propel a comprehensive green transformation across society and the economy. His involvement not only solidifies the Institute’s esteemed position within the international policy-making arena but also bolsters its impact on China’s environmental governance strategies.

    #CARECInstitute's 4th Research Conference proceeding report The fourth CAREC Institute Research Conference was successfully held at KIMEP University in Almaty from August 29 to 30, 2024. This pivotal event brought together over 70 prominent stakeholders, including policymakers, multilateral development banks (MDBs), think tanks, and academic institutions, to discuss strategies for achieving sustainable growth in the CAREC region. The research conference took stock of what the CAREC region has learned throughout the pandemic, the ongoing developmental challenges, and the innovative prospects ahead for the economic development of CAREC countries.     The Global Sustainable Transport Forum 2024 took place on 25-26 September in Beijing, the People’s Republic of China, gathering government officials, experts, and entrepreneurs to confront pressing challenges in sustainable transport. The forum aimed to strengthen international collaboration and champion the development of transport systems that are not only safe, efficient, and green, but also economical, inclusive, and resilient. As a dynamic exchange hub, the forum facilitated the sharing of best practices and the development of effective strategies to promote sustainable transport. The discussions primarily focused on the strategic development of a robust and sustainable transportation network across the Eurasian continent. Dr. Hans Holzhacker, Chief Economist of the #CARECInstitute, underscored the importance of collective action for shared progress. In his interactions with officials and entrepreneurs, he highlighted the need to bolster governance along the China-Europe Trans-Caspian Express transport corridor. The forum’s organizer, the Global Sustainable Transport Innovation and Knowledge Center (GSTIKC), in conjunction with the CAREC Institute, plans to enhance their collaboration to foster the development of sustainable transportation throughout the region. Additionally, Dr. Holzhacker and Mr. Shiliang Lu, Research Specialist at the CAREC Institute, visited the China National New Energy Vehicle Technology Innovation Center (NEVC). There, they engaged in discussions on an electric vehicle-related research project and expressed their eagerness to collaborate further.
