Die Feuerpause im Gazastreifen war entscheidend – die #WHO meldet einen guten Start der Impfkampagne gegen #Polio. In den ersten zwei Tagen konnten mehr als 161.000 Kinder unter zehn Jahren geimpft werden. Es seien aber noch mindestens zehn Tage nötig. Rund 640.000 Kinder sollen gegen Polio geimpft werden. Um die Ausbreitung von Polio vollständig zu verhindern, müssen mehr als 90 Prozent der Kinder geimpft werden. Der zeitlich begrenzte Feuerpause in #Gaza muss ein dauerhafter Waffenstillstand folgen – damit Polio und andere Krankheiten erfolgreich bekämpft werden können und die Zivilbevölkerung unter sicheren Bedingungen dringend benötigte humanitäre Hilfe erhält! Gestern hat das israelische Parlament (Knesset) ein Gesetz verabschiedet, das es dem UN-Hilfswerk UNRWA verbietet, in Ost-Jerusalem und Israel zu arbeiten. Wir sind sehr besorgt über dieses Verbot. Das UN-Hilfswerk ist der wichtigste Anbieter grundlegender Dienstleistungen wie Gesundheitsversorgung und Bildung in den besetzten palästinensischen Gebieten. Die Beschränkungen für das UNRWA haben daher Auswirkungen auf alle humanitären Organisationen, die in den besetzten Gebieten tätig sind, da deren Programme so konzipiert sind, dass sie die Arbeit des UNRWA ergänzen. Das Verbot des UNRWA wird sich auf Millionen von Menschen in besetzten palästinensischen Gebieten auswirken. #Gaza #Israel #UNRWA

Im Jahr 2023 waren weniger als 10 Prozent der Verhandlungsführenden in Friedensprozessen Frauen – und das, obwohl Studien zeigen, dass Friedensabkommen, an denen Frauen beteiligt sind, länger halten und stabiler sind. UN Women zeichnet ein alarmierendes Bild: Frauen und Mädchen leiden besonders unter den Auswirkungen von Kriegen und Konflikten. Gewalt, eingeschränkter Zugang zu Gesundheitsversorgung und die bewusste Verletzung ihrer Rechte nehmen weltweit zu: Geschlechtergerechtigkeit darf nicht als Waffe eingesetzt werden! Es ist an der Zeit, aufzustehen und Veränderungen einzufordern. Frauen und Mädchen verdienen Schutz und gleichberechtigte Teilhabe – ohne sie bleibt Frieden eine Illusion. #Frieden #Gleichberechtigkung #GBV 

🌍The last days at the 12th #GlobalDP - organised by Anticipation Hub & partners - were enriching. So many great experts in one room, plenty of time for networking and inspiration. Thank you to all the inspiring minds out there! Here are some personal key takeaways: 📍The Early Warning for All initiative is being rolled out in over 30 countries & is a huge success. However, we need to put fragile and conflict-affected countries more at the centre of such initiatives and discussions. Early warning systems need to be embedded in national and, ideally, state- and locally-led structures - how is this possible in times of insecurity or lack of good governance? 📍A gendered lens needs to be applied to each step of an anticipatory action framework; women may be differently exposed to risks from multiple hazards in the first place, and also from proposed early action. Language barriers could be one of the major challenges to providing adequate information on early warning to vulnerable communities, especially women, who often do not speak all national languages and may be left behind. Reducing the risk of GBV & diversifying women's livelihoods are just a few solutions to it. 📍Knowledge systems vary across the world - it is important to better understand indigenous knowledge and how local knowledge can be combined with academic research to co-create a dignified and effective early warning plan & subsequent anticipatory action in times of alert. "Neglect in the past leads to mistrust today" - The role of trust is key! 📍Vulnerability is not vulnerability - the impact of an external shock, such as climate or conflict, will be felt differently depending on a person's individual vulnerability risks: e.g. economic situation, health, social status, age, disability, cultural beliefs, gender, etc. Therefore, anticipatory action must take into account the diversity of vulnerabilities. Increased community listening, co-creation and evidence-based programming and advocacy are key to overcoming blind spots and reaching the last mile for every affected community member. 📍As always, as humanitarians, we are substituting for state action & responsibility. We need to better connect with disaster risk reduction, development and peace actors - a real anticipatory action paradigm shift needs to have a strong nexus lens. And our traditional donors should leverage their level of communication and bilateral funding to hold the states of affected countries accountable to their people and to invest in early warning and anticipatory action. 📍Finally, on funding, we all agree that anticipation is a good way forward in a tight funding landscape. But first and foremost, we need to mainstream & scale up because it is the right and humane thing to do, not just because it is efficient and we are driven by parliamentary debates. We also need to make the case for why such investment in preventing and mitigating human suffering is critical in times of poly crises.

Es war ein Vergnügen bei #GlobalDP eine Session mitzugestalten, die ein oft vernachlässigtes Thema im Bereich vorausschauender humanitärer Hilfe genauer beleuchtete: die Herausforderung, wie man kaskadierende und sich verstärkende Risiken in Multi-Hazard-Kontexten berücksichtigt. Wir stellten auch einige Multi-Hazard-Ansätze vor, die Aktion gegen den Hunger | Action Against Hunger und Partnerorganisationen derzeit entwickeln. Um die vorausschauende humanitäre Hilfe im Bereich der Ernährungssicherheit zu stärken, braucht es Flexibilität und eine „antizipative Denkweise“, um humanitäre Interventionen so vorausschauend wie möglich zu gestalten. As we strive to mainstream anticipatory action in the food security field, we encourage flexibility and an anticipatory mindset to make humanitarian interventions as anticipatory as possible. Last Friday, I had the opportunity to attend the Auswärtiges Amt (Federal Foreign Office) Germany Briefing on #COP29 - an interesting mix of civil society, academia, media and economy. #Baerbock highlighted the clear link between global warming and food insecurity and the related risks for human and state security. <If global temperatures rise by 2 degrees Celsius, it could push 189 million more people into hunger. The working conditions for humanitarians continue to become more and more difficult, volatile and insecure. This has increasingly created invisible frontiers for humanitarian actors operating in fragile contexts. Hamsatu Allamin, Khalil Karimi and Arquimides Farias shared their perspectives, experiences and learnings from locally led humanitarian negotiations in Nigeria, Afghanistan and Venezuela, complemented by Dr. Kristina Roepstorff from the Peace Research Institute Oslo (PRIO) at the Humanitarian Congress Berlin. "We need to be aware that locals leading humanitarian negotiations are caught up in-between - being a member of their community, being exposed to their national authorities' pressure, and being expected to duly represent the organization they are working for. The principle of do-no-harm entails to avoid as much as possible this conflict of loyalties. Thus, complementarity with international colleagues is key to uphold principled humanitarian action." #CCHN #ProtectHumanitarians #HCBerlin

The last few days at #HCBerlin on Triaging Humanitarian Priorities were enlightening, thought-provoking and, above all, very human. In times of multiple crises - climate, displacement, hunger, conflict, age of impunity - the common sentiment from new and old practitioners working in or on crises was: where is humanity, the rule-based order and a glimmer of hope? We are all tired in these stormy times. Personally, I can relate to this sense of despair. However, I feel a stronger sense of collectiveness and a certain optimism - we must carry on, we owe it to every human being affected by crises. As Head of Advocacy at Aktion gegen den Hunger | Action Against Hunger, here are my personal key takeaways: 📍We are all advocates for humanity and equity, whether we call ourselves that or not - yes, you are all advocating for the protection of people's needs, access to basic services, flexible funding etc. 📍As an advocacy specialist, I was inspired by the many mentions of advocacy. The power of narratives and evidence-based advocacy can play a critical role in protecting the humanitarian space. 📍Being part of an INGO with dual mandates - I know all too well the hesitation around rights-based approaches. As humanitarians, this often seems to trigger a fear: humanitarian principles are at stake - is this still state of the art in such a dynamic and complex variety of fragile settings? Or do we need to become more political and address root causes? Heba Aly 📍Any traditional view on humanitarianism might lead to denial, concerned about the safety of our predominantly national staff and access to the communities we serve - rightly so. Perhaps it is still worth exploring additional principles as we look at the contexts of protracted or climate crisis - is this a new era and can we move away from one size fits all? 📍The majority argued that humanitarian action is becoming increasingly politicised - I agree. Is the reaction being more or less political? We can certainly argue about that - let's think about risk mitigation and take Hugo Slim words seriously: New generations of humanitarians have invented tools to better protect human lives in the past - is it up to us to rethink what humanitarianism can look like in times of budget cuts, increased vulnerability and insecurity, and localisation? 📍The HDP nexus - the unwanted elephant in the room - now is the time to deliver on our promises of better coordination - is it just a matter of connecting the dots? So many local actors are doing everything in parallel: focusing on what communities need - not dividing activities based on the traditional donor funding landscape or static principles. Perhaps as INGOs we need to listen more. 🧠What did you take away? Influencing and informing key stakeholders to improve the situation needs to be a shared responsibility & we need to look at HOW it is being done & perhaps adapt it for a future we all can and want to live in. #ChoosingHumanity
