The Global Public Policy Institute (GPPi) is an independent non-profit think tank based in Berlin. Our mission is to improve global governance through research, policy advice and debate. Reflect. Advise. Engage. Reflect. At GPPi we conduct research as a means to engage with the world around us to better understand and explain it. We analyze global affairs with aspirations of policy relevance and academic excellence. To this end, we partner with leading universities and research institutions, while basing our research questions on the analytical and normative issues that practitioners in global politics face. Building bridges between academia and practice also needs effective communication. We therefore seek to present our research results in a clear, accessible manner. Advise. GPPi offers policy advice for clients from the public sector, including the United Nations, the European Commission and national governments. We translate the findings generated in our research into practical input to inform organizational change and learning. In this work, we tap into our clients´ deep understanding of the day-to-day practice of diplomacy, development cooperation or humanitarian action. Engage. We use the insights of our research and policy advice to foster public debate on key issues in global politics, as well as feed the questions raised in global debates back into our research and advisory work. In addition, GPPi brings people together to exchange ideas and develop common initiatives.     After a year of research and collaboration with Ukrainian feminist experts, we are wrapping up our policy brief series "Feminist Perspectives for Supporting Ukraine." The project, led by GPPi's Niklas Balbon, analyzed the ways in which gender influences Russia’s war on #Ukraine and how international actors can best support Ukraine in a gender-transformative way. 💡 What did we find? Here's a brief roundup: (1) Russia’s war against Ukraine is profoundly gendered. 🔹 How people experience the war is deeply affected by who they are and how they are viewed. Gender, sexuality and (dis)ability are just some of the factors that intersect with and alter the experience of Ukrainians living through the conflict. 🔹 The war is transforming gender relations and could have long-lasting effects on the way women and queer people are viewed and treated. (2) To best support Ukraine, then, international actors need to address the specific needs of marginalized groups. 🔹 One way to be more attuned to these intersectional realities is by adopting a feminist lens – one that centers the understanding that feminism is about questioning the ways in which patriarchal power relations influence not only women but also as queer people and other marginalized groups. (3) Some practical ways to support marginalized Ukrainians: 🔹 Provide shelters for queer internally displace people. 🔹 Supply smartwatches for people who are hard of hearing or deaf. Air raid sirens don’t alert those who cannot hear them – a potentially lethal oversight. 🔹 Destigmatize experiences of gender-based violence and sexual assault, to help survivors seek the support they need.     🔎🏝 Leaks like the Pandora or Panama Papers have allowed the public a glimpse into what goes on in tax havens. But what is the connection between #offshore finance and inequality? Where have multilateral initiatives made a difference in addressing the negative effects of offshore services — and where are the biggest holes in global efforts to govern the offshore industry? In a new piece for the #ENSURED expert blog, Andrea Binder, PhD (Freie Universität Berlin) explains: 🔹 Why offshore finance is a rent-creating machine; 🔹 How illicit capital flight impacts countries domestically; 🔹 Why offshore money creation has broader global implications; 🔹 Why multilateral efforts to address tax avoidance, financial crime, and offshore banking have produced only mixed results. Two key takeaways: (1) Real reform remains elusive as long as political and economic elites are themselves deeply involved in offshore systems.     🌏 Honored to co-design and facilitate a week-long study tour in New Delhi and Mumbai with an incredible delegation of German and Australian MPs! Global Dialogue aimed to uplift knowledge and foster a strategic community to tackle shared challenges. We engaged in inspiring discussions with policymakers, including India’s Foreign Minister, and learned about India's complexities, from its diverse political landscape to its innovative digital economy. ✨ Key takeaways: 𝐃𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐢𝐧 𝐔𝐧𝐢𝐭𝐲: India is not homogenous; understanding its cultural richness is crucial. There are similarities between the diversity in Europe and India; 𝐆𝐥𝐨𝐛𝐚𝐥 𝐏𝐥𝐚𝐲𝐞𝐫: Recognizing India’s political priorities will enhance our interactions with India and in the Indo-Pacific; 𝐊𝐧𝐨𝐰𝐥𝐞𝐝𝐠𝐞 𝐆𝐚𝐩: Germany must urgently level-up its understanding of India, as expertise on China far outweighs that on India; 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧: India’s leapfrogging in digital advancements offers valuable lessons. Digital payment in India is common place in ways Germany is not💻 𝐄𝐧𝐠𝐚𝐠𝐞𝐝 𝐃𝐢𝐚𝐥𝐨𝐠𝐮𝐞: We must engage India as equals and learn from each other’s democratic experiences.🤝 We would be wise to adopt a more self-critical attitude when speaking about India’s democratic track record. Our Indian interlocutors shared examples of shortcomings in Western democracies.     Huge congratulations to Global Public Policy Institute (GPPi) Thorsten Benner, ANU National Security College, Rory Medcalf AM partnering with Robert Bosch Stiftung, for the success of this program. Building on the visit by German MPs to Australia last year, the visit last month to India by 20 German and Australian MPs was a great initiative, making this now a trilateral program. I can’t wait to catch up with the German MPs who were involved to hear what they learned in India, and to discuss how we can continue to deepen the Australia-Germany relationship, and the cooperation between 🇦🇺, 🇩🇪 and 🇮🇳.

    It was an incredible experience to spend a week in Delhi and Mumbai with a delegation of more than 20 Australian and German MPs. A big thank you to the Robert Bosch Stiftung for choosing to partner with Global Public Policy Institute (GPPi) and ANU National Security College for its first ever multilateral parliamentary exchange program “Global Dialogue”. There is a lot of potential in the cooperation between Australia, Germany and India. The visit deepened ties developed last year during the study trip to Australia. And it opened new horizons in terms of better understanding India as a key player in this century. From engaging with key journalists, policymakers, researchers and civil society entrepreneurs, exchanging with India’s Foreign Minister Jaishankar to visiting Dharavi (India’s largest informal settlement) we had a diverse set of experiences and yet only scratched the surface. I came back with a lot more questions than answers. As it should be. Yet there is one thing I am even more convinced of after the trip: we need to make huge investments into our India literacy in Germany and beef up the work on India and with Indian partners in the think tank space. What we have now is a small fraction of what we need. And we need to further invest in multilateral research and dialogue programs focusing on the Indo-Pacific. Many thanks to all who have helped with the program including the Indian Embassy in Germany, the Australian Embassy in Berlin Natasha Smith (GAICD), the German Embassy in Delhi and the Australian High Commission in Delhi. The two Philip(p)s and the teams at the Embassy and High Commission are incredible champions of our program and wonderful hosts in Delhi. A big thank you to all the Indian interlocutors who dedicated time engaging with our group last week on the ground in Delhi and Mumbai. It was a true privilege to be able work with and learn from such an outstanding team including Agnes Kolodziej Atje Drexler Mathias Kreßler Dominique Wünsche Rory Medcalf AM Tim Wilford Bright (Dokyeong) Lee Anuttama Banerji A special shoutout to the one who held everything together and invested his Herzblut into a program that brings together so many elements of his own biography: our one and only Joel Sandhu. And the biggest shoutout to our fantastic cast of MPs from Australia and Germany who took a whole week out of their busy schedules to learn with each other. The many respectful conversations across party lines that I observed during the week are testimony to the power of taking a multi-party group from different countries on a joint learning journey. Last week, a delegation of over 20 Australian and German MPs travelled to India to explore opportunities for collaboration and deepen their understanding of shared interests between our countries. The Global Dialogue exchange program is a great initiative aimed at strengthening connections and fostering mutual understanding among our countries. We extend our congratulations to Global Public Policy Institute (GPPi), Thorsten Benner, ANU National Security College, and Rory Medcalf AM, in partnership with the Robert Bosch Stiftung, for the success of this important program. Building on the visit by German MPs to Australia last year, this now trilateral program is helping deepen ties between Germany and the #IndoPacific.     📋 For parliamentarians, moments out of the political routine are rare – and yet invaluable. This is especially true when it comes to #SecurityPolicy and #ForeignPolicy, where personal exchanges across party and national lines are crucial to seeing the bigger picture of today's global challenges. 🌍 💬 Through our Global Dialogue program, we have created such an independent forum for German parliamentarians to meet and learn from policymakers and experts from other regions of the world. 🛫 This week, German and Australian politicians traveled to New Delhi and Mumbai to engage with their Indian counterparts, policymakers, renowned experts and civil society . 🇮🇳 During this study tour, parliamentarians from all three continents exchanged experiences, shared best practices, and strengthened networks across borders. 🫱🏿🫲🏽 We discussed a wide range of issues that all benefit from mutual cooperation and joint efforts: ▫️Indo-Pacific security dynamics ▫️Multilateral economic relations ▫️Climate change impacts ▫️Advancing digital policy in the age of AI ▫️Strengthening democracy 💡 This trip highlighted the importance of #India as a central player in the Indo-Pacific region.     A host of crises and significant budget cuts have amped up the pressure on Germany's Federal Foreign Office to do more with less. Yet even in times of fiscal austerity, there is little debate in Berlin about how the ministry must change to be able to meet these growing expectations, writes GPPi fellow Sarah Brockmeier-Large (PRIF Peace Research Institute Frankfurt) in Frankfurter Rundschau. That is a problem, explains Sarah, because the list of necessary reforms keeps growing longer and longer. From overdue investments in the ministry's IT infrastructure to a more modern working culture and knowledgement management system, there's much that could make the Auswärtiges Amt (Federal Foreign Office) Germany more effective.     The BSW, a new German party that campaigned on ending Berlin's military support to #Ukraine, could soon govern as a junior coalition partner in several German states. What does that mean for German foreign policy? "There is nothing the government could not do to support Ukraine because of the BSW," Thorsten Benner told Tagesspiegel, adding that the current lack of consensus on fiscal policy among Germany's traffic light coalition is much more stifling.
