🚨 🚚Incident: Cargo Theft - We often highlight the high degree of motivation displayed by actors involved in cargo crime enterprises, and two incidents recorded on the LandRisk Logistics System last week once again highlight this fact. A man was arrested twice in less than 48 hours for attempting to steal large quantities of goods from two trucks parked in the same rest area along the Spanish motorway system. 📦 During the first incident, the perpetrator managed to steal EUR 500,000 worth of goods. Agents from the Mossos d’Esquadra managed to arrest him following a chase during which he displayed dangerous driving behaviours. However, two days later, the man was once again arrested after attempting to steal 250 boxes of goods from a second truck parked overnight in the same rest area. Once again, he attempted to flee but was eventually caught by Mossos d’Esquadra agents. 🚨 Threat Focus: Violent Incidents Whilst violent incidents thankfully represent a minority of the incidents reported to the LandRisk Logistics System, they remain a significant threat to logistics operations. This past week, we saw several notable such incidents, including: - An armed robbery of a transport company in the south of France, during which two employees were threatened. Whilst the investigation remains underway, police suspects that a dispute between subcontractors and the company targeted may have motivated the incident. - Still in France, a Cash in Transit vehicle was violently attacked during an attempted armed robbery in a city centre. - A truck driver was violently robbed in a German industrial area by three perpetrators who beat him, seriously injuring him. These incidents once again highlight the significant level of capabilities and motivations of criminals targeting the supply chain throughout Europe. 🚨 Threat Focus: Organised criminality in Europe 🚨 We often highlight the role of organised crime groups (OCGs) in dragging up the incidence of cargo theft in Europe, and some of the incidents recorded on the LandRisk System these past weeks once again demonstrate this fact: - The Italian carabinieri dismantled a highly organised group responsible for stealing trucks before demanding a ransom from the owners for their return or selling them on the black market. - Still in Italy, armed perpetrators attempted to rob a cash-in-transit vehicle on a motorway. They stopped several trucks and forced their drivers to station their vehicles across the motorway to block traffic. Four people were injured in the resulting road traffic accident. - In the Netherlands, the police recovered a large quantity of stolen goods stored in an industrial estate. Amongst the goods, 2.4 tonnes of coffee, which were subsequently confirmed to have been stolen during a cargo theft incident. All these incidents highlight a common element: some of the threat actors involved in cargo crime enterprises demonstrate incredibly high levels of resources, capabilities (such as infrastructures and storage facilities embedded in the legal logistics industry), and motivation. 🚨 Incident: Failed Theft A particularly interesting incident was reported to the LandRisk Logistics System in late September. Police officers in Belgium arrested five suspects for attempting to steal cargo from a truck. The arrest was made possible by a witness, who noticed one of the men place an object under the truck stationed in front of them. The witness warned the police, who were able to locate the vehicle and confirm that the suspects had placed a GPS tracker on the truck. Whilst this modus operandi has been reported in the past, it remains thankfully rare, as it typically requires offenders to have information on the load being transported to avoid employing unnecessary efforts targeting a vehicle of no interest. Whilst details of the investigation were not disclosed, and it is thus not possible to know, for example, whether the perpetrators had insider knowledge, this incident once again reminds us of the agility, motivation, and resourcefulness demonstrated by actors involved in cargo crime enterprises. 🚨 Incidents: High-value Theft These past weeks, we have once again recorded a significant number of incidents resulting in damage exceeding EUR 1 million throughout Europe, including: 👉 The robbery/hijack of a delivery van carrying 1,000 iPhone 16 valued at c. EUR 1.5 million, during which armed perpetrators violently ambushed a driver, threatened him, and hijacked the vehicle. 👉 The attempted theft of EUR 1,130,000 worth of cigarettes in Northern Spain at a motorway service area, which were luckily recovered by the police in a stolen van shortly after the incident. 🚨 Cargo Theft Hotspot Focus: M1 Motorway, UK 🚨 How does the LandRisk Logistics System help to ensure efficient and secure logistics operations? The M1 motorway connecting London to Leeds is the most important cargo theft hotspot in the UK. 20% of all theft (or attempted theft) from vehicles recorded on the LandRisk Logistics System between January and September 2024 occurred along this route. Digging down into the intelligence produced by the LandRisk Logistics team highlights the fact that 91% of thefts from vehicles recorded on that route occurred in non-secured motorway rest and services areas. This would suggest that the inherent risk level of this route could be mitigated by avoiding these sites and preferring secure parking options, which may deter all but the most determined of offenders. Luckily, our System was able to identify five low-risk, secure sites, in a 25-kilometre radius along the M1, helping our users to better manage the security challenges they face when transporting goods for their customers along this route. 🚨 Threat Focus: Migrant Smuggling - French authorities in the north of the country recently announced the implementation of new measures aimed at limiting the number of incidents involving migrants attempting to cross the English Channel using trucks, thus highlighting the fact that irregular migration continues to be a threat to logistics operations. - Following the discovery of 58 migrants (including 29 onboard a truck) on 26-27 August, the Saine-Maritime Prefecture announced an increased police presence near Dieppe, as data indicate that individual migrants and smuggling networks alike increasingly shift away from Calais toward this region. This phenomenon may be exacerbated in the near future by the upcoming implementation of fences near the Transmarck and La Turquerie industrial estates in Calais announced by the Pas-de-Calais Prefecture a few days later, after 2,646 migrants were reportedly found attempting crossings onboard trucks so far in 2024.
