Legacy software is the backbone of many defence and security systems. But how do we modernize outdated yet mission-critical tools without breaking everything in the process? At CR14, we don’t just ask these questions—we find the answers. That’s why we’re proud to introduce our first-ever scientific publication, Comparative Study into Archaic Software Integration Based on NATO S4 Software Library, published in Sõjateadlane – Estonian Journal of Military Studies. This study examines a problem that many in the defence sector face: integrating legacy software into #modern ecosystems. By comparing Command Line Interface (CLI) and Web API methods, our team examined how to bridge the gap between old and new, optimizing efficiency, reducing resource consumption, and ensuring long-term interoperability. Why does this matter? 🔹 Defense and critical infrastructure sometimes rely on software built decades ago—yet replacing it isn’t always an option. 🔹 Modern integration strategies can extend system lifecycles and improve security without costly overhauls. 🔹 The findings provide practical insights for military and security professionals grappling with these challenges. Foundation CR14 was established by Estonian Ministry of Defence on 1st of January 2021 and is based on more than 10 years of Cyber Range experience of cyberspace trainings, exercises, testing, validation and experimentation. CR14 is a government owned and operated entity, which offers cybersecurity related research and development for domestic and international partners. Cyber Range is a virtual environment that is used for cybersecurity training and development of dual-use innovative technologies using cyberspace. It provides tools that help to strengthen the security and performance of cyber infrastructures and IT systems leading to secure and trustworthy products and well-educated personnel.

We are excited to announce the signing of a Memorandum of Understanding between CR14 and Bergische Struktur- und Wirtschaftsförderungsgesellschaft mbH, marking the beginning of a strategic partnership to advance cybersecurity resilience and innovation. The Bergische Gesellschaft is a public entity based in Solingen, Germany, acting as an intermediary and driver of regional economic development. It aims to strengthen cybersecurity competencies in the region and establish effective protection strategies that can serve as a model for the whole of North Rhine-Westphalia. This collaboration will focus on joint Cyber Range Exercises, bringing together expertise from #Estonia and #Germany to simulate real-world #cyber threats, enhance preparedness, and foster #international knowledge exchange. With a strong emphasis on protecting SMEs and critical infrastructure, this initiative will serve as a model for strengthening #cybersecurity capabilities across both regions. We used to say that the sky was the limit for what CR14 could do. It turns out we were wrong. We’re thrilled to announce that CR14 is developing the world’s first Space Cyber Range (SCR) as part of a multi-year collaboration with the European Space Agency - ESA. 🌌 Why does this matter? Because #space is no longer the final frontier—it’s the next battleground. From satellite collisions to GNSS jamming and #cyber threats, the challenges in orbit are as real as they are on the ground. As #technology advances, so do the risks, and ESA is leading the charge in addressing these with cutting-edge solutions. The SCR will be a groundbreaking platform for companies in the space sector to: 🎯 Test their technology, 🎯 Train teams to respond to cyber incidents and 🎯 Enhance their cyber defence capabilities. Set to launch in 2026, the Space Cyber Range will be based at CR14, further expanding our multiverse of cyber ranges and pushing the boundaries of what’s possible in cyber defence. Last month, we had the pleasure of hosting Cyber Coalition, one of NATO’s premier cyber defence exercises, at CR14. #CyberCoalition24 brought together over 1200 cyber defenders from NATO Allies, partner nations, the EU, academia, and industry to tackle some of the most challenging cyber scenarios imaginable. Cyber Coalition pushed the boundaries of what’s possible in collective #cyber defence, from safeguarding critical infrastructure to mitigating operational disruptions. A week ago, Crossed Swords 2024, organized by the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), unfolded on CR14’s cyber ranges. Participants from approximately 40 nations took part in this annual exercise, which has become a cornerstone in preparing cyber forces for the complex challenges of modern conflict. What defined Crossed Swords 2024? 🎯 Training military leaders in commanding offensive cyberspace capabilities. 🎯 Enhancing skills in information operations and tactical cyber strategies. 🎯 Strengthening collaboration between cyber and kinetic forces, with seamless integration alongside a Special Forces exercise. CR14 is proud to have hosted Crossed Swords, which facilitated innovation, collaboration, and expertise among cyber defenders worldwide. Last week marked the conclusion of #CyberCoalition24, #NATO’s flagship cyber defence exercise, and what two weeks it has been! Over 1,000 cyber defenders from 27 NATO Allies, six partner nations, the EU, academia, and industry came together to tackle some of the most sophisticated and realistic cyber defence scenarios. From critical infrastructure attacks to operational disruptions, this exercise tested its participants' collaboration, resilience, and ingenuity. At CR14, we are honoured to have hosted this incredible event again and provided the environment for such groundbreaking teamwork. The dedication and expertise on display were nothing short of inspiring. A huge thank you to NATO Allied Command Transformation (ACT), NATO - Supreme Headquarters Allied Powers Europe (SHAPE), and Kaitseministeerium / Ministry of Defence of Estonia for their leadership, unwavering support, and all the hard work! One of the most significant events in global cybersecurity - NATO's flagship exercise, Cyber Coalition, is underway! The 2024 exercise aims to enhance NATO, Allies and partners' resilience to cyber threats and their ability to conduct cyber operations together. The exercise is based on challenging, realistic scenarios that help prepare cyber defenders for real-life cyber challenges. Cyber Coalition 2024 involves over 1000 cyber defenders from 27 NATO Allies, as well as 6 partner countries (Georgia, Ireland, Japan, South Korea, Switzerland and Ukraine), the EU, and participants from industry and academia. CR14 recently had the honour of participating in NATO's Steadfast Duel 2024, the year’s largest computer-assisted command post exercise. Directed by the NATO Joint Warfare Centre, Steadfast Duel brought together more than 20 NATO Command and Force Structure headquarters. The exercise tested and trained participants in collective defence of the Euro-Atlantic area at the operational and higher tactical levels. It was also one of the first under NATO's new exercise model, designed to enhance rapid readiness and strengthen collective defence capabilities across all domains. #Cyber #defence, as a warfighting domain, was incorporated into the commander's decision process, enhancing all other domains. Thank you to the NATO JWC and all participating teams for the invaluable experience and collaboration. We're especially grateful to JFC Naples (NATO) for their support and help. Exercises like Steadfast Duel highlight the importance of realism in training and side-by-side cooperation with different partners. They also help build relationships inside the #Alliance and better understand challenges in different #military domains. Here's to stronger defences and seamless cooperation across every domain.
