Discussing the importance of deterrence. Engaging and lively discussions today with the Stockholm International Peace Research Institute (SIPRI) on the critical issue of deterrence in our complex security environment. Effective deterrence requires understanding how strategic competitors think, decide and act, which can differ significantly from our own, increasing the risk of miscalculation. In today's era of persistent, simultaneous, and boundless competition, traditional deterrence models are proving insufficient. We need to think beyond them. Competitors are increasingly operating below the threshold of armed conflict, utilizing deniable attacks in cyber and space. We must acknowledge that the Military Instrument of Power cannot deter every attack. Instead, Allies and Partners must focus on bolstering national resilience to withstand and recover from strategic shocks. With peer competitors like Russia owning both nuclear weapons and a credible second-strike capability, nuclear deterrence alone is insufficient. We must develop stronger conventional deterrence measures to complement nuclear capabilities. This could involve strengthening alliances and investing in advanced conventional weapons. In this context I highlighted #AlliedCommandTransformation’s important work in strategic foresight. Through initiatives like the Strategic Foresight Analysis and the Long Term Military Shaping Studies, we analyze drivers of change, understand our strategic competitors, and shape NATO's future.
