🏘️ Energy efficiency improvements to residential buildings can be costly, and homeowners might not have the funds to pay for them. In order to address this problem and close the financial and investment gaps, it is crucial to create new financial instruments, such as commercial bank loan products combined with public funding. 🏘️ Did you know, that the INSPIRenov Project (FINancial Schemes for Providing Innovation in the Energy Renovation) that started in 2023 aims to develop financial instruments and commercial bank products for the renovation of residential buildings in Bulgaria, using the examples from Estonia and Hungary? 🏘️ The Estonian Union of Housing Associations EKYL is happy to contribute to the project by sharing the experience and providing the expertise on working with financial institutions and commercial banks for developing financial instruments for non-profit apartment associations in Estonia, and maximizing the effective usage of INSPIRenov results by financial stakeholders across Europe via a new international cooperation and mutual learning community – INSPIRenov Alliance. 🏘️ INSPIRenov results will contribute to increased private sector investments and better use of public funding by developing, introducing and testing a blended financing scheme to be used in order to provide access to private financing of energy efficiency renovation. 🏘️ The final blended financing scheme will be supported by a risk-sharing mechanism and secured by loan-guarantees and other financial instruments. This week, the Chairman of EKYL Andres Jaadla attended the European Investment Bank (EIB) Group Forum 2025 #EIBforum, where EIB Group and EU Commission introduced a pan-European housing initiative, including a two-year, €10 billion action plan for affordable, sustainable housing, and a new portal that will help 1.5 million units, energy-efficient dwellings, and renovations throughout Europe. Estonian Union of Housing Associations EKYL has been over 15 years focused on facilitating effective use of funding for energy efficiency renovation in Estonia, supporting currently the financing of apartment building renovations through various information and consulting activities, including, for example, apartment building training and information programs of the projects in Estonia: LIFE IP BuildEST and SOFTacademy - neighbourhood-based renovation, and in the INSPIRenov Project, where, in cooperation with partners from Bulgaria, Estonia and Hungary, preparations are being made to develop loan products for Bulgarian private banks necessary for the renovation of apartment buildings. Dan Jørgensen, European Commissioner for Energy and Housing, visited Estonia on Saturday 8 February to discuss energy security and housing security. During his visit, the Commissioner also got acquainted with the SOFTacademy - neighbourhood-based renovation pilot area in Tallinn, Mustamäe district. The challenges of renovation in Estonia and the activities of the SOFTacademy project were discussed. The Estonian Union of Co-operative Housing Associations is a partner in the SOFTacademy project, helping to raise awareness and participation in the renovation. Last week, our Chairman Andres Jaadla was a guest at the morning program of ETV+, national Russian-language TV channel in Estonia, to talk about problems with applying for apartment building renovation grants. Following the last application round for renovation grants in October last year, many apartment associations in Estonia were disappointed as they tried to apply for support to renovate apartment buildings, but this was not possible due to a glitch in the online application system. #renovation #housing UNECE Housing and Land Management Unit Housing Europe

Estonia, together with Latvia and Lithuania, will fully decouple from the Russian electricity system and join the continental European frequency area. This step will strengthen Estonia’s energy security by making the energy system independent from Russia. On 8 February, the Baltic countries will completely disconnect from the Russian electricity system and will be in island mode. This means that Estonia, Latvia, and Lithuania will temporarily maintain the frequency of their electricity system themselves. The following day, on 9 February, the Baltic states will connect to the continental Europe frequency area.
