The National Bank of Ethiopia (“NBE”) today enacted the much-anticipated Foreign Exchange Directive (Directive No. FXD/01/2024). A historic and colossal development, this new directive is a major departure not only from the decades old system of government setting the exchange rate but also on the way foreign loans, letters of credits, foreign exchange retention accounts, surrenders, and franco valuta permits are treated. The market-based foreign exchange rate determination is a highlight. The NBE is also expected to issue “Foreign Exchange Operations Guideline” and “Foreign Exchange Market Code of Conduct” to provide for further details. These reform measures are not isolated and are expected to be complimented by other reform initiatives in the horizon including the liberalization of the banking business and amendment of the NBE re-establishment proclamation.
