💶 Protect your money, secure your future! A fitting theme for Global Money Week 2024 – which is happening this week. #GMW24 is highlighting the risks posed by frauds and scams – unfortunately a growing problem, and young people are at particular risk. The amounts lost can be huge: the average lost in a credit transfer fraud is over €4000. The EU is working to protect consumers from fraud, as well as on financial literacy. We’ve put in place measures to counter fraud across the EU, like secure customer authentication – where you need a second factor, like a code sent to your phone, before you make a payment. We’ve proposed the right to a refund for victims of certain types of fraud, like spoofing when a fraudster impersonates a bank employee. It is Global Money Week (GMW) and time to talk about money! In this post, I want to highlight the importance of financial education in school and do so via research and data. The inaugural issue of the Journal of Financial Literacy and Wellbeing featured an article by Veronica Frisancho Robles about the importance and effectiveness of financial education in school. That article, which used data from Peru, shows that providing financial education in school has a spillover effects on parents; they too learn about money! Within poorer households, the financial education of daughters improves the financial behavior of parents. This is one of the most exciting findings of the research on financial education: if we invest in the financial education of the young, and in particular in girls' financial education, we can affect not just the young but the adult population too. Why am I focusing on these research findings so much? Because it is what the people who do financial education have been experiencing too. The January 2024 edition of the Princeton Alumni Weekly (PAW) featured Mellody Hobson and John W. Rogers, Jr., who are helping minority groups grow wealth. As noted by PAW, "they have discovered that educating Ariel Community Academy students about investing has a secondary benefit: reaching their parents... One of the on-ramps to investing that we see is teaching kids, because we indirectly teach their parents." And this is what we have been experiencing too while teaching personal finance to first generation college students. They told us they have become the financial advisors to their parents! It is Global Money Week (GMW) and time to talk about money! It is exciting to see that 35 states in the United States now require personal finance education in school! We need to continue to push for other states to embrace financial education and to promote financial education among our youth. As I mentioned in the Council for Economic Education's Survey of the States: "Surveys after surveys, not just in the US but also around the world, show that the financial literacy of young people is very low and often inadequate to make the type of decisions that are now required from them. And the evidence we have gathered to analyze the effectiveness of financial education provides good directions. Our recent meta-analysis of financial education programs has considered more than 1,000 published studies, focusing at the end on the gold standard of rigorous evaluation: randomized controlled trials. Looking at programs in 33 countries, spanning 6 continents and more than 160,000 individuals, we have found that financial education works and works effectively. The effects of financial education are largest on financial knowledge, though we find positive effects across nearly all financial behaviors we study." Let's use GMW to push for change! It is Global Money Week (GMW) and time to talk about money! Many people have asked me what is financial literacy and how we can improve financial literacy among the young. I was very fortunate to lead then group of experts who designed the measure of financial literacy for the Programme for International Student Assessment (PISA), which is focused on the knowledge of 15-year old students. This is the definition we came up with: "Financial literacy is knowledge and understanding of financial concepts and risks, and the skills, motivation and confidence to apply such knowledge and understanding in order to make effective decisions across a range of financial contexts, to improve the financial well-being of individuals and society, and to enable participation in economic life." As described in one of my publications, there are 4 innovative aspects of this definition: 1. Financial literacy does not refer simply to knowledge and understanding, but also to its purpose—which is to promote effective decision making. 2. The objective of financial literacy is to improve financial well-being, not to affect a single behavior, such as increasing saving or decreasing debt. 3. Financial literacy has effects not just for individuals but for society as well. 4. Financial literacy, like reading, writing, and knowledge of science, enables young people to participate in economic life.
