Promoting better policies for better lives in emerging and developing economies is an integral part of the OECD’s mission. It is also an essential contribution to the prosperity and stability of its members. Most OECD departments and special bodies therefore lend their expertise to supporting policy making in partner countries, but only three of them specialise in international development: the OECD Development Co-operation Directorate, the OECD Development Centre, and the Sahel and West Africa Club. The OECD Development cluster works in close co-operation with OECD sectoral committees and directorates. It leverages the Organisation’s assets to support better policies globally, and advance the 2030 Agenda for Sustainable Development. The cluster’s combined networks and expertise ensures that this support is directly informed by partner countries’ governments and stakeholders, adapted to their specific challenges and opportunities, and implemented with regional partners.

Almost two-thirds of people in Latin America and the Caribbean live in households that rely partly or entirely on informal work, which limits their access to social protection. Informal work is often linked to poor working conditions, unstable income, and poverty. Only 11.2% of informal workers in informal households have a written contract, putting their economic security at risk. In the region, 68% of people in poverty live in fully informal households, compared to 17.8% in formal households and 14.2% in mixed households. Young people and the elderly are particularly vulnerable to informal work. On average, 63.4% of workers aged 15-24 are employed informally in the region. Most informal workers (67.5%) live in urban areas, due to high urbanisation rates. However, 66% of rural residents live in fully informal households, compared to 34% in urban areas. As the world moves towards net-zero emissions by 2050, investments in clean energy are rising, and fossil fuel demand is set to decline. While this is positive news for the planet, it presents a major challenge for African economies reliant on oil exports like Algeria, Angola and Nigeria. These countries, where fossil fuels account for over 80% of exports, are facing a predictable crisis that could threaten their fiscal and economic stability. The Bretton Woods Institutions (International Monetary Fund & The World Bank Group) were designed to support countries through fiscal and trade crises. But are they prepared for the upcoming oil shock? Social protection is crucial in the fight against poverty and inequality. In developing and emerging economies, many workers face a double challenge: informal employment and low-paying jobs. Informal workers make up nearly 60% of the global workforce, and this figure rises to 90% in low-income countries. Targeted solutions are needed to help break the inter- and intra-generational circles of informality and low pay, particularly for those in the lower tier of the workforce. One powerful tool is social protection. Countries should work towards including these workers in non-contributory schemes and subsidising their participation in contributory schemes, which should be seen as an investment in reducing poverty.
