Position: Human Resources Business Partner

Location: Paris, France (the successful candidate must have a legal right to work in France)

Language: This role requires fluency in English and at least an advanced knowledge of French; fluency in French would be an advantage.


Overview

The International Fund for Public Interest Media is seeking an HR Manager to partner with senior leadership in aligning the International Fund’s global talent strategy with its values, strategy, and spin-out into a new entity with the privileges and immunities of an international organization in France. In this challenging, ‘start-up’ role, you will provide high quality guidance, support, and solutions to the International Fund’s leadership, managers, and employees in all people-related topics. This includes the development and delivery of global HR policies and programs such as recruitment, training and development, talent management, and compensation and benefits.


The successful candidate will have had experience in multilateral and/or international organizations and in the private sector, working and being at ease at both strategic and operational levels. They will also have a track record of fostering a high-performing, diverse, collaborative, and inclusive work culture and environment, and in pro-actively aligning HR policies and processes with business needs. 


The International Fund for Public Interest Media

The International Fund, currently fiscally sponsored by Rockefeller Philanthropy Advisors, provides a fresh, ambitious, coordinated, and well-resourced strategic international response to the crisis facing independent media around the world. The International Fund aims to radically increase the amount of funding available to support ethical, non-partisan, fact-based journalism, and to enable media to work for democracy. The International Fund will support media through this period of existential threat and aims to develop lasting solutions to the current media market failure. It will complement existing efforts in the media development sector and will catalyze new money as a globally coordinated but fully independent vehicle that can act quickly to provide critical funding and support to hundreds — if not thousands — of public interest media organizations worldwide.


The International Fund is currently preparing to transition its activities, operations, and assets from its fiscal sponsorship arrangement into a new entity, a 1901 Association headquartered in Paris and established in November 2023 following the approval of its Statutes by the Governments of France, Ghana, and Moldova. The International Fund is now in the process of confirming privileges and immunities for this new entity in both France and Ghana. It currently has team members in ten countries.


The International Fund is co-chaired by Maria Ressa, journalist, CEO of Rappler, and 2021 Nobel Peace Prize laureate, and Sir Mark Thompson, CEO of CNN and former CEO of the New York Times Company and Director General of the BBC. More details can be found at www.ifpim.org.


The Role

The HR Business Partner will:


  • Partner with senior leadership to develop and implement effective HR policies and practices that will support the International Fund’s strategy, including building and maintaining an inclusive, high-performing, and healthy workplace;
  • Partner with the Senior Adviser – HR to deliver best practice and sound HR solutions that support the International Fund as it transitions into its new entity with the status of an international organization;
  • Provide HR expertise across the full spectrum of HR related topics and initiatives including recruitment, onboarding, feedback, employee relations, development and coaching, compensation and benefits, culture, and organizational development;
  • Develop, manage, coordinate, and administer a variety of programs and activities covering multiple HR topics;
  • Act as trusted advisor, coach, and partner with managers on performance management and talent development goals;
  • Drive HR cycle and core HR processes (performance calibration, compensation cycle, etc.);
  • As culture champion, drive and accelerate a culture of inclusion and excellence in which people feel engaged, motivated, and inspired to deliver the Fund’s mission.

 

As the International Fund prepares to transfer its activities and operations into a new entity with the status of an international organization, the HR Manager will play a key role including through:


  • Supporting the transition of all employment contracts and the relationship with any global employers of record;
  • Supporting the relocation of staff members to Paris;
  • Supporting the development and implementation of new policies and procedures for the new entity, including the staff handbook.


Candidate Profile

 

  • Masters degree or equivalent in HR management or related field;
  • At least 7 years mid-level to senior professional experience in HR in complex multilateral organizations with an international presence in low- and middle-income countries;
  • Experience in designing and successfully implementing HR policies and processes, and fostering a diverse and inclusive work culture and environment;
  • Strong organizational skills and a high sense of responsibility, efficiency, reliability, and results;
  • Understanding of the employment regime in European Countries would be an asset;
  • Excellent interpersonal skills, an ability to work with a range of stakeholders and a track record in negotiating and influencing within complex environments;
  • Demonstrable ability to enjoy and thrive in a start-up environment;
  • Excellent communication, writing and presentation skills.
