We recently engaged with municipal leaders across Canada on how the CIB can support the enabling #infrastructure needed for Canada’s #housing needs. The Canadian Urban Institute (CUI)’s latest report shows there are a variety of financing supports, such as leveraging private capital, that can help municipalities to build the infrastructure needed for housing ahead of population growth. Generally, there is agreement of a housing affordability problem. There is also understanding that a cause is the lack of housing supply responsiveness to demand in Canada. I know I've posted this narrative multiple times. What I'm not sure is well understood is why no one entity (e.g., levels of government, industry, non-profit) can solve this or why one magic bean is the answer. When we say "all orders of government, industry and society need to come together", it is with the knowledge that present supply gaps represents an investment of at least $1 trillion. I hope this provides a view on the magnitude and complexity of the issue. Not addressing these issues will likely have profound effects on society, health, community, future fiscal needs, economic competitiveness, abilities to implement growth strategies (e.g., population growth), etc., etc., etc.,
Canada needs 3.5M more homes by 2030 to restore housing affordability. We estimate that an investment of at least $1 trillion is needed to close the gap. This is a great article on the need for infrastructure growth to match the increase in new home builds.

A few days ago I used the phrase “legalize housing” and I saw that people had questions. The reality is, many cities and neighbourhoods don’t allow you to build the kinds of homes that are going to help solve the housing crisis. We’re working with cities to change that across Canada. 🏗️ Il y a quelques jours, j’ai employé l’expression « légaliser le logement » et j’ai constaté que cela suscitait des questions. En réalité, de nombreuses villes et de nombreux quartiers ne permettent pas de construire les types de logements qui contribueront à résoudre la crise du logement. This is a topic I am passionate about and can’t agree more with “….modern revenue tools that grow with the economy”! With Bill 185 now enacted, development fees are once again under the microscope. I understand the affordability tension, but with no alternative fee option other than raising property taxes, DCs have to pay for growth infrastructure. We continue to take the burden of the ping pong game of development fee legislation, pulling us away from more productive work. I would welcome a financial system that allowed us to have different conversations about how we are funding services. If property taxes weren’t paying for social and health services, there would be an abundance of property tax that could be redeployed to reduce cost of housing and address our aging infrastructure. #newrevenuetools #newgrowthframework
The way we finance municipalities in Canada is stuck in the 19th century. We’re due for an update. Pierre HURMIC (Mairie de Bordeaux) is among the signatories of this transpartisan declaration including 37 cities from all over Europe, as well as the endorsement of two European political groups. The declaration was unveiled on the occasion of a high-level event organised on Tuesday 19 September in the European Parliament. The event gathered upward of 100 politicians and practitioners to discuss the factors of the housing crisis, its impact on the most vulnerable groups, and what innovative solutions cities and civil society organisations are implementing to mitigate its effects. A common ground has been underlined on many different messages to ensure the fight against poor housing and homelessness remain a priority for the European Union institutions : 🏘 Housing is a human right, a fundamental right and should be seen as a common good; 🏠 Decent and affordable housing for all is a social, economic and environmental imperative; 🛌 Except a few exceptions, the housing crisis is everywhere in Europe: the number of people sleeping rough is increasing; 💹 the lack of housing stocks combined with speculation on the housing market drives prices up; 🏢 housing is becoming more and more unaffordable for an increasing number of city inhabitants Cities are developing solutions and schemes to address the several factors of the housing crisis at the local level but local action by individual cities is not enough : EU needs to do more! This is a European situation and we need a European solution: 👉 Massive investment is needed and cities/metropolises need more direct access to EU funding; 👉 Further EU legislation is needed to address over-tourism and speculation on the housing market; 👉 Cities and Metropolises need to continue working together to refine their ask to the European Union (what housing model(s) to support/finance; what piece of legislation to put forward).
