The Department
The Security, Integrity and Information Security (“SIIS") Division is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Integrity & Financial Crime Risk, Racing Security & Integrity Assurance, Corporate Security and Information Security Risk & Assurance functions.
The job holder reports to Manager, Racing Integrity Investigation (MRII). He/She will assist MRII and Deputy Executive Manager, Racing Security & Integrity Assurance (DEMRSIA) in supporting the integrity of racing in Hong Kong and Mainland China by carrying out operations in the Racing Security and Integrity Assurance Department.
He/She is responsible for conducting thorough case investigations and intelligence projects assigned by management; and compiling tactical and strategic investigation reports and intelligence briefs with a view to identifying integrity risks/threats to racing. He/She will also assist in conducting data analysis in the support of due diligence and research projects.
The Club will provide full training in investigation techniques and intelligence gathering methodologies. The job provides a pathway for potential permanent employment within Security, Integrity and Information Security Division’s (SIIS) analyst pool, dependant on satisfactory performance and the availability of a suitable job opening.

The Job
You will:
- Detect criminal related interference and minimise potential threats, both internal and external, to racing integrity through:-
- Attending Race Day Duty and conduct monitoring with a view to identifying threats, both internal and external, to the Club’s integrity in racing, betting, membership, and wider areas of operations.
- Conducting interviews with complainants, victims, and/or subjects of investigation, with effective communication skills.
- Collating, evaluating and analysing information for accuracy, reliability and relevance in assessing risk and integrity concerns.
- Conducting social media monitoring, background profiling, intelligence-led research and regular monitoring activity.
- Assist the Manager, Integrity Assurance in the team’s daily operations by:-
- Identifying integrity threats from patterns, trends, and criminal organizations that may pose threats to the Club.
- Proactively collecting and analysing relevant information/data.
- Reporting findings of threats to racing integrity with sound recommendations.
- Working on racing integrity-related intelligence projects aimed at identifying threats, both internal and external, to racing integrity.
- Indexing of intelligence and case-related information.
- Conducting stable visits and documenting same via monthly information reports.
- Conducting pre-season interviews with racing licensed persons.
- Proactively engage in intelligence gathering and provide intelligence support to the racing-integrity related projects and investigations in Hong Kong and Conghua as directed by management with a view to collecting racing integrity threat intelligence from a variety of sources such as:
- Informants.
- Previous investigations.
- Legal sources.
- Information storage and retrieval systems.
- Support other Security & Integrity units by:
- Collating and analysing relevant information/data/intelligence.
- Reporting findings of data analysis with recommendations regarding threats to integrity.
- Compiling a variety of reports such as threat intelligence.
- Undertake all lawful and relevant duties assigned by MRII and DEMRSIA.
You should have:
- Recently graduated from university in any discipline or other tertiary education
- Strong research, analysis, and reporting skills
- Proficiency in MS Office tools
- Fluency in both written and spoken English and Chinese (Mandarin)
- Ability of trustworthy, dependable, responsible, and accountable
- Integrity – demonstrates and abides by the core values of the Club in activities and behaviour, and be committed to maintaining the highest degree of discipline
- Teamworking – contributes to and supports the overall performance of the team with good interpersonal and communication skills

- Ability to handle large volumes of information and statistical data
- Ability to support his/her seniors and peers with constructive suggestions and experience sharing
- Ability to prepare and give coherent and resourceful presentations to relevant parties both within and outwith the Club
- Attention to detail
- Good communication and interpersonal skills
- Proficiency in social media platforms, both English and Chinese
- Ability to present complex findings in written reports/ easily understandable formats
- Ability to juggle between long-term projects and ad-hoc tasks
- An understanding of and interest in racing
