About us
The 5th edition of the International Social Housing Festival, led by the Irish Council for Social Housing, Co-operative Housing Ireland, and Housing Europe, will take place on 4-6 June 2025 in Dublin, Ireland. The main theme of the Festival, "Storytelling," will centre on the experiences, ideas, and voices of all those engaged in housing—from public, cooperative, and social housing providers to tenants, policymakers, and advocates for inclusive homes and neighbourhoods. ISHF has proven to be a great way to put a spotlight on the success stories that channel energy for the good of everyone and for decent housing for all. The editions in Amsterdam (2017), Lyon (2019), Helsinki (2022), and Barcelona (2023) have moved the conversation away from numbers of ‘units’ towards communities and affordable, inclusive places to live. Instead of only stressing what has gone wrong, these Festivals have mobilised activists, housing professionals, community groups, policymakers to focus on what society can gain by pushing for excellence in housing for people and the planet, bringing hope and creating synergies to put solutions in place for those households and individuals now stuck in limbo. ISHF is an initiative by Housing Europe, the European Federation of Public, Cooperative and Social Housing, and its members and allies, present in 31 countries and encompassing 25 million dwellings, 11% of the housing stock in the European Union.

Housing Europe is joining a series of key debates with Members of the European Parliament, starting with how to move beyond speculation and ensure long-term housing affordability. At today's Internal Market and Consumer Protection (IMCO) Committee hearing on housing rentals, our Secretary General, Sorcha Edwards, stressed the urgent need to strengthen consumer protections against predatory investment practices and shift investment towards public, cooperative, and social housing. Europe’s not-for-profit housing sector is a unique and essential pillar of affordability—one that must be reinforced, not eroded. Discussions still default to simplistic solutions: build more, fund more. However, Europe’s housing crisis isn’t just about supply—it’s about who controls housing, for what purpose, and whether homes remain affordable in the long term. Without tackling financialisation, new developments risk becoming assets for speculation rather than places to live. Housing Europe called on MEPs to scale up district-level decarbonisation. We have seen that decoupling climate policy from housing affordability is a dangerous path. The Affordable Housing Initiative European Partnership, our joint effort with the European Commission, demonstrates how sustainability and affordability can go hand in hand. Finally, the EU’s economic governance must go beyond price signals. Housing affordability and exclusion indicators should be integrated into the EU Semester and monitored as part of Europe’s key economic review process.
